In the letter that Masar Shehu sent to Enver Hoxha on May 18, 1949, regarding the 30 insurgents of Zhapokika who were captured and imprisoned in Gjirokastra, he asked: - What should we do with the enemies of Zhapokika?
While Enver Hoxha gave him this answer: - Masar, you have been a brave partisan and you are a loyal son of the party, so without any mercy, do what we have done to Postriba's enemies and to all those who raised rifles against our popular power .
