The former Minister of Health, Ilir Beqaj, has reacted to news in the media that he has been investigated by SPAK regarding his role in the public private partnership contract scandal for the sterilization of surgical instruments.
Beqaj has posted on his Facebook page a series of interviews, where well-known doctors appear, including the rector of the University of Medicine, Arben Gjata, while they praise the PPP contract for the integrated management of surgical instruments with superlatives.
"Better than the doctors themselves, no one understands what a difference this service has brought to Albanian surgery," writes Beqaj, in a post accompanying the interviews.
The interviews were taken from the TV show 'Hippocrat' on Top Channel, broadcast in February 2020. What Beqaj fails to explain to his Facebook followers and the public opinion is the fact that this show had a sponsorship contract during the time of the broadcast. 6 months with the concession company 'Sani Service' shpk worth 5 thousand euros per month.
Also, Beqaj does not mention the fact that the producer of the episode 'Hippocrates' is Raimond Cimbi, a former procurement director at the Ministry of Health during Beqaj's tenure as minister.
Asked by BIRN about the distribution of propaganda videos from a program containing 'hidden advertisements', for the sterilization PPP, Ilir Beqaj stated that the fact that they were paid by 'Sani Service' did not refute them.
"Doctors put emphasis on new modern instruments, soft disposable body and bed materials, sterile disinfection of rooms. They show accurate statistics and reduced hospital stays," he said.
On Thursday, the Special Prosecutor's Office against Corruption and Organized Crime announced the arrest of the former Deputy Minister of Health, Klodian Rrjepaj, and one of the owners of the concession company 'Sani Service', Ilir Rrapaj.
According to SPAK's official announcement, Rrjepaj is charged with the criminal offenses of "falsification of documents" and "abuse of duty", while businessman Ilir Rrapaj is charged with fraud with serious consequences, provided for by Article 143/3 of the Criminal Code.
SPAK also announced that six more security measures had been implemented against the members of the concession awarding commission, two of them with house arrest and four others with an obligation to appear before the Judicial Police officer, one of them against the rector of the University of Medicine, Arben Gjata.
But the judge of the security measure, Erion Bani, appreciated that the evidence in the file was sufficient to initiate criminal prosecution against the former Minister of Health, Ilir Beqaj, and the Minister of Finance, Shkëlqim Cani.

Në faqen 145 të vendimit të Gjykatës së Posaçme për masat e sigurisë ndaj Rrjepajt, Rrapajt dhe të tjerëve, shkruhet se në 1 nëntor 2019, kompania koncesionare ‘Sani Service' lidhi një kontratë me “Inov Production”, me administrator Raimond Cimbi, për bashkëpunimin në kuadër të emisionit “Hipokrati” që transmetohet në Top Channel.
“Pagesa që do të kryhet nga SaniService është 5000 euro në muaj nga data 01.11.2019 deri në datë 31.04.2020 (muaji prill ka 30 ditë)”, citohet kontrata në vendimin e gjykatës.
Beqaj nuk iu përgjigj pyetjeve mbi ligjshmërinë dhe etikën e këtij transaksioni që transferonte paratë e taksapaguesve për sterilizimin e mjeteve kirurgjikale në pagesa reklamash për kompaninë e produksionit të ish-zyrtarit të ministrisë së Shëndetësisë.
Ai ndërkohë pranoi se e njihte producentin e emisionit ‘Hipokrati'.

Lista e shkeljeve përmban një studim fizibiliteti me të dhëna të rreme në kundërshtim me ligjin; hartimi i kritereve në mënyrë të tillë që t'u përshtateshin gjendjes reale të kompanive të përzgjedhura paraprakisht si dhe mosveprimin e Beqajt për zgjidhjen e konfliktit të interesit mes Rrjepajt si kryetar i komisionit të koncesionit dhe Rrapajt si përfitues i tij.
