After President Bajram Begaj quietly passed the controversial laws of the government for young doctors as well as for the legalization of medical cannabis, while the law for the Academy of Sciences, today these three laws have been published in the official notebook.
The law that conditions Medical students to obtain diplomas was published in the official gazette on August 16.
While the other two laws, the one on the use of cannabis for medical reasons and on the Academy of Sciences, were published on August 21.
President Bajram Begaj has quietly passed, without a decree, the last two laws of the government on prohibitive measures for young doctors and the legalization of medical cannabis - legal initiatives that were opposed respectively by medical students and by the opposition.
While the law on the Academy of Sciences, which gives the opportunity to the president Skënder Gjinushi to run for a second term, was also quietly passed by Begaj
All three laws were approved in the last session of the parliament at dawn on July 21, despite contestations from the opposition and civil society.
The law on young doctors obliges medical students to work for up to five years in Albania before receiving their degree, or else they will have to pay tuition fees. Through a wave of protests, medical students opposed this law as discriminatory and unconsulted.
With the request not to enact the law, the students were received on July 25 in a hearing by President Begaj, who, according to the press office, "listened attentively to their concerns and suggestions."

According to the Constitution, the President is the last link in the process of approving a new law. He has the right to return laws for discussion in parliament, when there are legal arguments against them, or to decree their promulgation as a legal act preceding their entry into force.
Since his election as president a year ago, President Begaj has returned only one government law to the Assembly, the one on decorations, which directly affected his powers in awarding decorations.
