Socialist MP Erion Braçe, while speaking about the findings of the Supreme State Audit Office in the 2024 annual report, also revealed some of the salient details of violations or abusive behavior by inspectors of state directorates, mainly in Customs and Taxation.
Specifically, he brought up the case of a tax audit and the "fat" fine they had imposed on a small business on the outskirts of Tirana, not a little, but 8.2 million old lek for 15 kilograms of cottage cheese that they found without a tax invoice.
The MP assessed that the SAI had made important findings in many cases, highlighting the even abusive approach of certain directorates.
"The SAI brings to attention several problems and issues, first of all clientelism as in Customs, as it also violates the security of operators in the market with fiscal evasion. By favoring some and removing others from the market. The same applies to Taxes, as found by the SAI, but what comes to light has to do with the debt, which is growing much faster than the amount of collection within a year. But the concern becomes greater when tax authorities' tax collectors go outside the electronic inspection system, such as cameras or GPS, and this is evidenced", said the MP.
And below he brought up the unusual case from a check in the capital, saying that "they make the strong with the weak and vice versa."
"And the fiscal bodies have this approach and behavior, they behave wildly, very strong with the weak and are absent in the most important departments, says the KLSH report. I bring to your attention this act of ascertainment or fine. A business, in Tirana, on its outskirts, I will read that made a great impression on me: at the time of the inspection it turns out that it does not issue a tax invoice for cottage cheese in Albanian, at the figure of 229 lek per unit, in the amount of 15 kilograms. And the fine is 822 thousand new lek, or 8.2 million old lek. And this is only for 15 kilos of njomëz or cottage cheese", said Braçe, publishing the report document from the Parliament's rostrum.
Referring to the statement of the leader of the Democratic Party of Albania (DP) who accused that 900 million euros had been stolen in nine months according to the KLSH report, MP Braçe called it a pathological lie.
"The SAI is the supreme external audit, but it operates on a factual basis. It does not operate on the basis of rumors. In the SAI report there is no such figure that 900 million euros were discovered in 9 months. Here we have the report. This story that you tell here and then the portals spin must end. Saying that 900 million euros were stolen in one year makes you think of a mistake or a pathological liar. Here we have the chairman of the SAI. In which case were the cases not taken into evidence by SPAK? Which file did SPAK refuse to investigate?", said Braçe.
