Ilir Meta seems to have been sunk by one of his collaborators as far as the CEZ-DIA affair is concerned. In addition to the old evidence that is already known, SPAK has administered new evidence. According to the file, two USB sticks were delivered to SPAK by journalist Artan Hoxha, who conducted an interview with Elvis Matajn. The latter was once the head of LRI and an associate of Ilir Meta. But Mataj was also the Executive Director of the DIA company and he was the one who discovered the bargains of Ilir Meta and Kastriot Ismailaj.

He has shown how Ismailja has given hundreds of thousands of euros to influence ERE to reduce the price of energy, while he has given over 150 million ALL to LSI campaigns. The money went to Agron Çela and Arian Laçi. Meanwhile, when the money ran out, Meta threw Ismailaj like a "squeezed lemon".

Important data is obtained from the minutes of 23.09.2021, "Minutes of the transcription of conversations, recorded with video and audio located on the USB", of the two USBs in which the recordings made by the journalist Artan Hoxha with the citizen Elvis are located Above. The recordings are audio and video and the participants in the conversation are Elvis Mataj and Artan Hoxha, as well as the cameraman who records them. From the images and content of the audio conversations, it is clear that the conversation is free and none of the interlocutors are under pressure or threatened. These two USBs were submitted to the Special Prosecutor's Office by journalist Artan Hoxha.

In this recording, citizen Elvis Mataj testifies about a number of circumstances related to the CEZ-DIA case, citizen Kastriot Ismailaj, his acquaintances with citizen Ilir Meta and his relationship with him, connections with citizen Petrit Ahmeti, etc. In summary, this recorded conversation is of interest to the investigation as follows:

- An important fact that citizen Elvis Mataj testifies to journalist Artan Hoxha is the meeting that citizen Ilir Metaj had with CEZ during a visit he made to the Czech Republic. Thus, Elvis Mataj claims to the journalist that Ilir Meta, during the work visit he had in the Czech Republic, also met with representatives of CEZ. Josef Hejsek, Kastriot Ismailaj and the number two of CEZ Prague were also present at this meeting. The citizen Elvis Mataj declares to the journalist Artan Hoxha that, in this meeting, Ilir Metaj introduced Kastriot Ismailaj as "his friend", thereby ensuring his support before CEZ to receive the contract for the collection of CEZ's debts (page 10 of following Pv. date 23 September 2021);

- Following the recording, Elvis Mataj declares to the journalist Artan Hoxha that for the support provided by citizen Ilir Metaj, Kastriot Ismailaj had promised him 1.5 million Euros. Kastriot Ismailaj had also promised him support for the 2011 elections. Regarding the support for the 2011 political elections, Elvis Mataj says that even though Kastriot Ismailaj had promised citizen Ilir Meta the amount as above, he was not keeping his word and was hidden from the citizen Ilir Meta and may have given him some "small money". This statement is consistent with the data obtained from the interview of the citizen Vojsava Ismailaj, that Ilir Metaj demanded sums of money from Kastriot .

- Following the recording, Elvis Mataj states that regarding the support for the political campaign that Kastriot Ismailaj had promised to Ilir Meta, Kastriot has made payments of 116 million and 800 against the company "BTT" SHPK (Agron Çelës) and the payment of 29 million and five hundred company "NEREIDA" ShPK (Arian Laçi). According to Elvis Mataj, these payments were for the support that Kastriot Ismailaj had promised to Ilir Meta.

The citizen Elvis Mataj gives information on the circumstances of the CEZ-DIA case, where he also quotes to the journalist the testimony of Josef Hejsek given before the Arbitration Court in Vienna, according to which ... the contracting of the DIA came after a discussion with the representative of METE- where the Albanian government proposed to instruct a person who had good business knowledge in Albania, and following the discussions, Qazim Tepshi, after discussions with his superior minister Ilir Meta, recommended the citizen Kastriot Ismailaj as a debt collector (page 7 of following the Minutes dated September 23, 2021);

- Following the registration, citizen Elvis Mataj declares how citizen Kastriot Ismailaj operated in the context of securing connections or facilities for debt collection by DIA. In the recording, Elvis Mataj explains about the caution that Kastriot Ismailaj showed in this regard, asserting that he knows about the promises of sums of money that Kastriot Ismailaj had made to some people (According to what Elvis Mataj declares in the recording, among the people that Kastriot Ismailaj had promised money were Ilir Metaj..... etc).

According to Elvis Mataj, since Ilir Meta did not receive as much money as he requested from the citizen Kastriot Ismailaj for the 2011 elections, he influenced or requested that Kastriot Ismailaj cut ties and support from the government. Elvis supports this statement in the testimony of Josef Hejsek, who in the Arbitration, according to Elvis, stated that "Sometime after May-June 2011, Mr. Ismailaj seemed to have lost all the support of the Albanian government structures. It is unknown to me from this support has come, I don't know why. However, I know this because many complaints have come to me from METE"/ Pamphlet
