Democratic leader Sali Berisha managed to conclude an alliance with 25 parties, submitting the request to the CEC within the deadlines for registering electoral coalitions for the May 11 parliamentary elections.
The coalition of democrats baptized with the name "Democratic Party-Alliance for a Greater Albania" (DP-ASHM) also included the PDIU led by Shpëtim Idrizi, although in recent days it had been warned that this party was very unhappy with the offer to have only 1 MP on what is considered the safe list of candidates.
The most favored party in the coalition with Berisha remains the Freedom Party led by Ilir Meta, which has secured at least 4 seats on the safe list, while Agron Duka's PAA, Fatmir Mediu's PR, Vangjel Dula's PBDNJ and Shpëtim Idrizi's PDIU will only have 1 seat on what is considered a closed list.
Although the details of where the names proposed by Berisha's allied parties will run have not yet been made official, it is learned that Dule will be on the Vlora list, Idrizi and Mediu in Tirana, Agron Duka in Durrës, while the PL will have candidates in Tirana, Korça, Fier and Elbasan. However, the possibility that the PL will have two candidates in Tirana, Ilir Meta and Tedi Blushi, giving up the Korça district, where the candidacy of the PL Secretary General has been previously agreed upon, is not ruled out.
Also, PDK's Nard Ndoka seems to have been left without an agreement to have his name on the safe list and risks losing the opportunity to enter Parliament again. Even in 2021, Ndoka failed to get the mandate even though he was running in Shkodra.
If we refer to the list of current MPs, based on the 2021 elections, at least 6 of the MPs belonging to allied parties lose their MP mandates, or more precisely, they are not re-nominated on safe lists.
From the ranks of the PL are Petrit Vasili and Monika Kryemadhi. The latter had announced her withdrawal from politics since the moment SPAK placed her under investigation, while Vasili seems to have been moved. Kryemadhi and Vasili have been replaced by Edmond Haxhinasto and Tedi Blushi.
Also, Mesila Doda, who was a DP MP and then joined the PDIU, as a result of the clashes between the Democrats after 2013, may not be part of the next Parliament. It was previously announced that Doda had withdrawn from a re-run as an MP, perhaps to pave the way for an agreement between the DP and the PDIU, which will have only 1 name on the safe list, that of the leader Shpëtim Idrizi.
Gjithashtu mandatet e deputetëve ose rikandidimin në listat e sigurta e humbasin edhe Nusret Avdulla, Selaudin Jakupllari, Gëzim Ademaj, edhe këta pjesë e grupimeve parlamentare në parlamentin aktual të propozuar nga partitë aleate në marrëveshje me PD në 2021.
Gjithashtu Dashamir Shehi, kreu i LZHK, i cili në 2021 kandidonte në Tiranë në listën e koalicionit të drejtuar nga PD, në zgjedhjet e 11 majit do të kandidojë me një tjetër koalicion, atë të krijuar mes partisë së tij dhe Djathtas1912 të Enkelejd Alibeaj.
Por ka edhe një mundësi, që këta emra, ose të tjerë të propozuar nga aleatët, të përfshihen në listën e kandidatëve në atë që konsiderohet si lista e hapur.
Në këtë rast ato duhet të mbledhin sa më shumë vota preferenciale për të zhvendosur listën, por në anën tjetër koalicioni duhet të fitojë sa më shumë vota, që të përkthehen në mandate dhe të sigurohet një numër i lartë deputetësh, sipas qarqeve.
Kush është qëllimi i koalicionit?
Në marrëveshjen e depozituar në KQZ jepen qëllimet mbi të cilat është krijuar ky koalicion partish.
Në dokument thuhet se:
a - Koalicioni ka për qëllim fitoren e zgjedhjeve të 11 Majit 2025 dhe formimin e një maxhorance të re qeverisëse, e cila do të udhëheqë vendin në periudhën 2025-2029 dhe do të realizojë objektivat kryesore të programit të përbashkët.
b -Koalicioni ka për qëllim të punojë së bashku për realizimin e qëllimeve të përbashkëta, duke u angazhuar për zbatimin e programit te perbashket, për sa më poshtë:
i. Zbatimin e ligjit dhe parimeve demokratike në institucionet e vendit duke zbatuar Kushtetutën dhe gjithë korpusin e ligjeve.
ii. Integrimin e vendit në Bashkimin Evropian si prioritet madhor kombëtar.
Iii Ndalimin e shpopullimit të vendit dhe mbështetje për familjen shqiptare dhe vlerat e saj.
iv- Luften pa kompromis me zero tolerancë kundër krimit dhe korrupsionit.
v- Rritjen e pagave dhe pensioneve.
vi. Uljen e kostos së jetesës së qytetarëve dhe rritjen e mirëqënies së tyre.
vii. Çlirimin e ekonomisë dhe pronës publike nga uzurpimi i klaneve dhe oligarkisë, si dhe ndërtimi i një ekonomie prodhuese e eksportuese me produktivitet të lartë.
viii. Forcimin e rolit të Shqipërisë si vend anëtar i NATO-s, si faktor i rëndësishëm i paqes, sigurisë dhe zhvillimit në rajon.
c) Koalicioni do të zbatojë një program të përbashkët, që është në përputhje me parimet e demokracisë, lirisë, shtetit të së drejtës dhe tregut të lirë.
d) Çdo parti angazhohet që të respektojë dhe zbatojë marrëveshjen e koalicionit dhe të sigurojë mbështetje të vazhdueshme për realizimin e qëllimeve të përbashkëta.
ç) Angazhimet dhe detyrat e palëve përcaktohen qartë në këtë marrëveshje si dhe ato dypalëshe. Çdo Parti do të ketë një përfaqësim proporcional në përgjegjësitë për zbatimin e Programit të Përbashkët.
Kush janë të mandatuarit e Koaliconit PD -ASHM?
The Chairman of the Democratic Party of Albania, Prof. Dr. Sali Berisha, is mandated to, on behalf of the Coalition, submit to the Central Election Commission (CEC) the multi-name lists of candidates for MPs, as well as any documentation necessary for the registration of the Coalition and the candidates, until the end of the electoral process.
Mr. Franci Nuri and/or Mr. Marash Logu are authorized, individually or jointly, to carry out all necessary legal procedures for the registration of this coalition with the CEC, but without being limited to:
a) Submission of the request for registration of the Coalition "Democratic Party-Alliance for a Greater Albania" together with this agreement, to the CEC;
b) Representation of the Coalition during the lottery procedure at the CEC, for the ranking of electoral subjects on the ballot;
c) Appointment of Coalition observers in CEAZs, VCCs and BCCs, throughout the country;
d) Submission to the Central Election Commission (CEC) of multi-name lists of candidates for MPs, as well as any other documentation necessary for the registration of the coalition and candidates until the end of the electoral process.
