The dialogue group for the laws that require a majority of votes, 3/5, and the laws necessary for the journey to the European Union, was constituted today.
The meeting took place behind closed doors and lasted for about 1 hour.
The dialogue mechanism will have 3 members from the opposition and 3 from the majority. Oerd Bylykbashi and Dhurata Çupi are members from Re-establishment, while the seat that Basha refused was left to Erisa Xixho from PL. While the members of the majority are Damian Gjiknuri, Klotilda Bushka, Toni Gogu.
In a statement after the meeting, Oerd Bylykbashi said that the work of the group will be transparent. He also added that the opposition has always supported Criminal Amnesty.
Bylykbashi said that maximum transparency of the issues to be addressed will be required.
"The priority for the opposition and labor is the handling of the electoral reform. Criminal Amnesty was not an issue that was discussed. What we agreed is to list and define in another meeting the object of work. Best practices will be followed. It is necessary to have the opportunity to work. The opposition has always supported the amnesty. We need to see concrete solutions to achieve the objectives.
Electoral reform has always been a matter of political will, in addition to obligation. We will also turn to international organizations for expertise", he said.
While Damian Gjiknuri said that the operating format of this group will be through dialogue.
Regarding the Electoral Reform Commission, Gjiknuri said that his term has ended but the efforts will continue.
"We, as part of the working group on behalf of the majority, started work today to work with consensus. We will research the work modality for the electoral law. We will communicate. The amnesty is exceeded and is in session. We have not considered it since is at a more advanced stage. The essence is issues that require concesnus in the interest of the country's integration into the EU. The format is dialogue. Amnesty must receive the necessary votes, there is a dialogue between parliamentary groups.
Consultations have not been killed. Opinions and recommendations are considered. If we will find agreement between all political factors. Other MPs are also involved if they want to participate with this issue. They are part of this group whenever they are discussed. The commission ran out of time and did not achieve anything. We will try with all the forces that are in this group and outside the group. Basha's group also has the right to participate in the meeting. I want this transparency when there is a working mode", said Damian Gjiknuri.
The establishment of this dialogue mechanism was made after the agreement between the majority and the opposition, after the return to normality of Parliamentary life.
This group is expected to make decisions by consensus on the laws that need 84 votes, including the Electoral Reform, to go to the vote in the parliament, with the agreement of the parties.
In the next meeting, it is expected to determine the scope of work of the dialogue group that met today in the Law Commission. The dialogue group that will operate within the parliamentary commission of laws aims to advance the cooperation between the parties for the laws that require 3/5 of the votes in the Assembly.
