After doubling the salaries of MPs, a draft recommendation has arrived from the Council of Europe and OSCE-ODIHR, for the reduction of the number of parliamentarians, which has started to be handled by the Presidency of the Assembly in cooperation with the Ministry of Finance.
The two working groups are verifying two aspects: the ratio of the balance of representation of 1 deputy, with the number of inhabitants in accordance with the standard of EU countries; and the annual financial cost of 1 MP for salaries, bonuses and logistical services.
According to the data released by the Ministry of Finance, the total cost that the state spends for 1 deputy with the new salary system, amounts to 74 million old lek per year, which includes all the treatment that the law determines for deputies.
Of this amount, 55 million lek per year are salary and bonuses; such as fuel, hotel accommodation, travel tickets, food allowance, telephone payment, payment for every parliamentary committee meeting, apartment rent, etc.
The review requested by the Council of Europe and OSCE-ODIHR is the project for the Parliament of Albania to have a maximum of 80 deputies for 2.8 million inhabitants according to the Census, with this representation: 1 deputy for 35 thousand inhabitants; while Italy has 1 deputy for 150 thousand inhabitants and 1 senator for 192 thousand inhabitants.
While in Albania, the average representation is 1 deputy per 20 thousand inhabitants, but due to the constitutional system "President's List", installed by Sali Berisha and Edi Rama in 2008, party deputies are mandated with 10 votes, if someone did not break "Hersin" over 10 and 11 thousand votes according to the quota of the districts.
