SPAK's nightmare; Delina Ibrahimaj delegates powers to 4 deputy ministers

The Minister of Economy transfers to the deputy ministers the powers that the law requires her to exercise herself, to avoid firms that could lead her to an investigation.

Delina Ibrahimaj signed four orders on the same day delegating all of the minister's main competencies to deputy ministers. The continuous delegation without legal grounds shows an attempt to avoid criminal liability in procedures involving funds, property and concessions, at a time when Rama's cabinet ministers are under pressure from SPAK.

SPAK's rise to the top of the government has created fear of investigation and handcuffs among the ministers that Edi Rama has placed in positions to sign and carry out the bargains he makes with his Albanian and foreign clients.

After ministers Mirela Kumbaro, Blendi Gonxhe, Evis Sala, Pirro Vengu, Andis Salla and Petrit Malaj, who carry out dirty work through delegation to subordinates to avoid responsibility, the Minister of Economy and Innovation, Delina Ibrahimaj, has followed the same practice.

To avoid SPAK's attacks, Minister Delina Ibrahimaj, on November 14, 2025, issued four orders delegating to the four deputy ministers all the powers she has as a minister for decision-making and as a contracting authority.

By Order No. 52, dated November 14, 2025, Minister Delina Ibrahimaj has delegated 13 competencies to Deputy Minister Olta Manjani. Some of them are financing projects and contracts with private entities for vocational training and education, as well as negotiations of financial projects and foreign agreements.

By Order No. 53, dated November 14, 2025, it has delegated 12 competencies to Deputy Minister Martin Kajo. Some of them are startup financing projects, financial support for digital mobile workers, planning and management of funds for innovative services, and supporting sectors of the economy in cooperation with the private sector.

By Order No. 54, dated November 14, 2025, she delegated 15 competencies to Deputy Minister Blerta Rama. Some of them are social housing funds, concession and PPP contract procedures, administration and privatization of state properties, economic agreements with private and state-owned companies, as well as the designation and auctioning of economic and technological zones.

By Order No. 55, dated November 14, 2025, the Minister has delegated 13 competencies to Deputy Minister Enkelejd Musabelliu. Some of these competencies are the drafting and signing of draft decisions and sub-legal acts submitted for approval to the Council of Ministers, the drafting and signing of trade agreements, foreign investments, company licensing, and the planning of financial assistance and state guarantees to banks.

In the delegation orders, the minister cites the legal definition that these are her competencies. But the fact that she abuses funds, assets and concessions, and the fear of SPAK, has pushed her to use her subordinates as "fools".
