Will Dritan Abazovic continue to be the king-maker of Montenegrin politics?
Everyone sang for victory last night after midnight in Montenegro. The party of President Jakov Milatovic-PES emerged as the first party in the Parliament, but received only 23 deputies.
Milojko Spajic, the chairman of the party has opened the champagne together with the former prime minister Zdravko Krivokapic, but that champagne is nothing but a disco trick to show the power they don't have.
Montenegro has emerged from the June 11 elections, as this country has been since its birth, a territory divided into principalities of princes, voivodes and bajraktars.
No one has the majority to form the new government. We have an almost photocopy panorama like in 2020, when Milo Djukanovic's party lost the absolute majority for the first time, but still remained the first party in the country. The same thing happened yesterday.
The party of Milo Djukanovic, who is no longer the chairman of the DPS, has received 21 deputies. In third place is the coalition of Serbian parties led by Milan Knezevic, which has won 14 deputies.
In fourth place is probably the most important coalition that will be the kingmaker of Montenegrin politics. Dritan Abazovic's coalition with the democrat Aleksa Becic has received 12 deputies.
National minorities have received 10 MPs, 6 of them have Bosniaks, 3 Albanians and one MP has the Croatian party. Meanwhile, Momir Bulatovic's old SNP has 3 MPs.
But who will be the new prime minister of Montenegro?
Milojko Spajic, the leader of PES, has his hands tied. If he makes a coalition with the Serbian parties, as he did in 2020, no one will approach him and he can be overthrown quickly. Last night, Spajic declared that he will not negotiate with DPS of Djukanovic and URA of Abazovic. Thus luring all the minorities who have 10 MPs, but with these numbers you cannot form the government.
Spajic has two ways: either to form a government with DPS or with Dritan Abazovic, the only ones he has excluded. The government cannot do otherwise.
But the pear has its tail backwards. If the current government of Dritan Abazovic files a complaint against Milojko Spajic to the prosecutor's office, he cannot become prime minister, and the situation returns to its origin.
In thick lines: except for the first parties that have over 20 MPs, all the others have 10 to 14 and will play to the end, but cannot do anything alone.
And here the Montenegrin president, Milatovic, who not only had the vital support of Dritan Abazovic, but also the USA and the EU are looking for a government with him, will have weight. And it is not surprising that he is prime minister again, or at least as happened in 2020, he has the key to the three key ministries that guarantee that Montenegro does not deviate from NATO. In other words, Dritan Abazovic remains the king-maker of Montenegrin politics./Pamphlet
