In the conditions when the opposition is fighting to block the sessions, Rama has directed the leaders of the group to try to find factions of the opposition where there can be room for cooperation...
Other details were revealed from the government meeting in Lezha. Prime Minister Edi Rama gathered the ministers, directors and leaders of the districts there today, to take stock of the work we left behind. Before the ministers reported, Rama gave a speech and gave a series of orders.
But it is learned that the prime minister seems determined not to make any concessions regarding the demands coming from Sali Berisha's camp. Rama has ordered his people to form the opposition of the government, since according to him there is no opposition. But signals have been given that Rama may go towards a bargain with Lulzim Basha.
In the conference held at the end of the year with journalists, Rama was asked about the electoral reform and the qualified majority laws, but he gave signals that he will not work for consensus, but it is enough to provide the necessary numbers.
In the conditions when the opposition is fighting to block the sessions, Rama has directed the leaders of the group to try to find factions of the opposition where there can be room for cooperation. The only group that can provide Rama with the necessary vote is that of Lulzim Basha, and the signals are that it can go to the next bazaar.
But what are the issues for which Rama requires 84 votes?
One of these laws is the criminal amnesty, which arrived in the Parliament at the beginning of December and from which about 600 people benefit from reduced sentences or freedom.
Another law that remained in the Parliament is the draft that increases the salaries of the members of the Constitutional Court up to 6.4 million lek, which again requires the consensus of 84 deputies, at a time when the majority counts only 77.
In the tense political climate in the Parliament, the Ombudsman is no longer even being discussed. Erinda Balanca's mandate ended 19 months ago, but the choice of her successor seems more and more difficult for a figure who must have the consensus of the opposition and the majority.
The draft law on citizenship received the approval of the opposition in the session of September 21 before the action to block the parliament started, but the president sent it back for reconsideration and 84 votes are needed again.
The most important is the intervention in the Electoral Code, where it seems an impossible process if 84 votes are not secured. It remains to be seen if Rama will throw the "hook" at Basha" and if the latter will accept.
