The opposition blocked the podium twice to prevent Endrit Shabani from reporting, while on Taulant Balla's proposal, the majority decided to postpone the session. Bardhi described it as a scenario to disrupt Thursday's session as well.
The plenary session of the Parliament closed amid tensions and clashes between the majority and the opposition, after democratic deputies blocked the rostrum twice to prevent the reporting of the People's Advocate, Endrit Shabani.
The clashes began as soon as the chairman of the session, Niko Peleshi, introduced the agenda item for the Ombudsman's report. The head of the DP Parliamentary Group, Gazment Bardhi, strongly opposed, calling Shabani's appearance in the Assembly a provocation against the opposition.
" You have violated the Constitution, our group has addressed the Constitutional Court. As long as there is no decision, respect this sensitivity of the opposition ," declared Bardhi.
After the first blockage, the session was suspended for five minutes. However, even after the resumption, the situation remained the same. Opposition MPs continued to stand at the podium, preventing the normal development of the session.
On the other hand, Niko Peleshi called on opposition MPs to vacate the podium and respect the rules of the Assembly.
" We do not have a gladiatorial arena in parliament. Vacate the podium! Meet after the report. Do not impose your opinion on other colleagues who are sitting and waiting to hear the report. Do not become an obstacle to the implementation of the Constitution. Please sit down !", said Peleshi.
When the opposition MPs responded with the cry "We don't know him!", Peleshi continued: " There are others who know him! In this hall you are obliged to respect the regulations and the obligation of the institutions to report. Sit down, you are not here for physical force! We are not here for fights! We are to clash opinions, not heads! Without hearing the report, we cannot discuss in the air! There is no chance of imposing the agenda on the Assembly ."
Due to the deadlock, the session was adjourned for the second time with another five-minute break.
After the resumption, the head of the SP Parliamentary Group, Taulant Balla, proposed closing today's session and postponing all institutional reports to the next session.
" The five institutions that are scheduled to report in the session today should be preserved. I would propose to the session that it be interrupted here. The resolutions for the KLP, KLSH, KLGJ, the General Prosecutor's Office, SPAK, ILD and the Ombudsman should be postponed to the next session. It was conceived and requested by me as the chairman of the group that there should be a special reporting session, but such a thing was not achieved ," said Balla.
The opposition opposed this proposal. Gazment Bardhi requested that only the Ombudsman's report be removed from the agenda and that the session continue normally with the other institutions. According to him, postponing the entire agenda was a scenario to disrupt Thursday's session as well.
However, the chairman of the session, Niko Peleshi, put Taulant Balla's proposal to the vote, which was approved with 76 votes in favor. As a result, the reports of the institutions scheduled for this Wednesday were postponed to Thursday's plenary session.
