Prime Minister Edi Rama has gathered all the mayors of Albania in a meeting today to discuss the continuation of the Mountain Package, a law approved earlier this year and which aims to promote sustainable economic development in the country's mountainous areas.
Rama has thrown "cold water" at the mayors, drawing the attention of almost all local elected officials.
He accused them of obstructing the process by not submitting maps of the areas and lands where the project could be implemented, even by law. Rama initially confronted the mayor of Kuçova, to whom he pointed out that, like the others, he had not submitted the maps.
"If you haven't understood the package, you haven't understood anything. The package is the medicine for those people who have land and can't use it, haven't received the 7501, or haven't yet received the document that gives them the paper they are used to, they want to invest in their land, but they raise their hands because they don't have the papers. We made the law, we addressed the problem and the result was not the desired one. In many cases, they are not abroad, they are somewhere else or because they don't want those border guards, so we also created this package. To give those who have land the opportunity to invest there, to return and build," said Rama.
But he didn't stop there, as he saw the mayors communicating with each other about what the prime minister was asking for, Rama intervened and "hit" the mayor of Dimal (Ura Vajgurore), Juliana Mema.
"You didn't bring it either, don't shake your head at him there, don't talk to Xhakolli (addressing the mayor of Dimal, Juliana Mema). I know you have Lenin's route to talk to 7 people (addressing Mema again), but I'm saying that this package was made to totally facilitate those who want to invest in the land of their ancestors and don't have the documents. They come to the municipality, express their interest, wait for it. So the opportunity is created, a contract is given at a price of one euro, the contract enables this, he makes the investment until he also gains the right to the land and in the end the process is completed", the head of government underlined.
The Prime Minister said that EU funds would help all Albanian citizens who would invest in the Mountains package. However, he accused the mayors of leaving the process up to them.
"The same goes for EU funds for this project, if you have this document, without waiting, immediately, without bureaucracy. The process cannot get stuck exactly where it is easiest, with you, the Municipalities, to designate the zones and pave the way for this process. Now why is this not being done, what is hindering this work, people are waiting for the road to be opened for them, you do not have the maps of these zones, only some municipalities have brought maps, very simple, I would ask you to do the designation of the zones first. Including as many territories as possible, except for points where it is impossible", he continued.
And in the end, Rama also caught up with the mayor of Kukës.
"Can you hear me there, mayor of Kukës? All the instruments are there and you haven't brought me the map yet. It's very simple," Rama concluded.
He gave local elected officials until the end of October to submit maps of the zones.
