May 11 elections, OSCE/ODIHR evaluates SPAK: Investigated cases of electoral corruption

The Task Force established by SPAK to combat electoral corruption has taken its place in the OSCE/ODIHR final report regarding the May 11 elections.

Although in public opinion in Albania this Task Force has been considered a failure as it failed to prevent many of the interventions, the report emphasizes that the new coordination mechanism (SPAK-CEC-Prosecutor's Office) was assessed as a positive development with a preventive effect against electoral crimes.

According to the OSCE, SPAK played a positive role in investigating electoral corruption.

“The Special Structure Against Corruption and Organized Crime (SPAK) played a positive role in investigating electoral corruption cases, while the new coordination mechanism between SPAK, the CEC and the General Prosecutor’s Office was seen as a tool that could have a preventive effect,” the report states.
