Former SP MP Lavdrim Krashi says that the overlapping of authorities is a major flaw in Albania.

He emphasized that municipalities should have a primary role in emergency situations such as fires. Krashi said that there is a need for reorganization and caution in terms of administration, as there are many employees who are abusive. 

"For me, the way in which public administration will function as a whole is very important. About 70-80 percent is public administration at the local level. 62 thousand are employed in local authorities in municipalities, while you have national institutions that operate. It is an Albanian handicap, a major flaw, that there is an overlap of authority. Because municipalities are stripped of responsibilities. We are talking about fires, there is an overlap. There is a team at the municipal, regional, and national levels. This is a recipe for guaranteed failure. Municipalities must have the primary role, the main role. The services provided to citizens are very important. Is there a need for reorganization, restructuring, reorientation, re-approach? Of course there is. We are witnesses that in addition to the fact that we have individuals in the administration, correct, with integrity, with vision, professionals, at the same time we have many public servants who are public abusers. I am one of the main critics of public administration. In every international report there are two main elements: The fight against corruption and reform in public administration. Public administration at local and central levels does not function as it should. Municipalities advertise job vacancies without criteria, calls without connection," he told MCN.

Among other things, Krashi said that in the administration there are directors who cannot write, employees with cars worth 200 thousand euros, and billionaires. He emphasized that the public sector is not about achieving material benefits. 

"We don't need a Minister of State for Local Government to understand the occupation of sidewalks. Is the intervention overdue? Is it the way it should be done? These can be discussed. But the need for intervention is not the ball's play. Albania, without addressing these things, should forget about the EU and sustainable development. I think there is no need for 61 municipalities. The number of municipalities should be maybe 12, or 4. What kind of economy does Pusteci or Klosi develop?! The panels that will interview people to work in the municipality should not be political. The EU is approached with European methods. Here there are directors and employees who don't know how to write, don't know how to read. How can you, with a salary of 2 million, have a car worth 200 thousand euros and change suits every day. Where do you find the money? It's not the public sector to achieve material goods, it's the private sector. Administration employees who turn out to be millionaires and billionaires, with hotels on the coast!"
