After the arrest of the "Bankers" bosses, Edi Rama was accused of being the one who allowed them to steal oil, defraud the state, and not pay taxes.
The Prime Minister reacted to the "Sy m'sy" column as if he has not been prime minister for 12 years and as if the financial crimes of the "Bankers" mafia were revealed by the investigation of the Fier Prosecutor's Office, saying:
- Thank goodness this day has come, that the prosecution is investigating independently and I hope it "takes the black water out" of that company, where there really have been and still are many problems, but this is the cost of a concession granted before I took office.
It is true that the "Bankers" concession was granted on June 19, 2004 by former Prime Minister Fatos Nano, and engaged in theft and fraud during Sali Berisha's 8 years in power.
But he was allowed to cheat and steal, even during Edi Rama's 12 years in power, taking oil for free, stealing with VAT, without any taxes, and causing 5 billion Euros in evasion.
From the investigation conducted by "Pamphlet", it turns out that during the 2013 campaign, Edi Rama swore that he would cancel the "Bankers" concession, but he got caught up in bargaining with its bosses and pretended to "forget".
Edi Rama's favors for the "Bankers" mafia, part of the "black water" in the super-oil thefts:
- On October 10, 2013, just 1 month after taking office as Prime Minister, Edi Rama ordered the Ministries of Economy-Energy-Trade, Finance, Environment, the Mineral Resources Agency (AKBN), the Concession Agency (ATRAKO), Albpetrol, Taxes and Customs, not to harass the concessionaire company "Bankers" even with routine inspections once a year.
- With Government Decision No. 726, dated November 2, 2014, signed by Edi Rama, the government approved the amendment of articles no. 1, 9, 13 and 14 and articles 2 and 4 of Annex "B" of the "Bankers" concession contract, exempting it from the obligations of the fiscal package until the end of the concession, which according to the calculation is a loss of 285 million Euros for the state treasury.
- The "Bankers" company was allowed by the "Rama" government to illegally supply dynamite explosives and use explosions in state-owned oil reserve wells after 2050, to increase production by destroying the reserves.
- On April 1, 2015, the extraction of oil with dynamite caused an explosion in Marinëz, destroying 130 homes, the water supply network and poisoning agricultural lands; but Rama did not force "Bankers" to compensate the residents, did not file criminal charges and allowed the activity.
- The government, from January 2016 onwards, has allowed the Bankers company to export 70% of its oil and import equipment and raw materials without customs duties.
- On May 31, 2016, the Prime Minister silently allowed and approved, without a government decision or approval in parliament, the purchase of the "Bankers" concession from the Chinese company.
- Starting from 2015 onwards, it has allowed the company "Bankers" to import, duty-free, 120 million Euros of technological materials, diluents for drilling wells and oil extraction, even though this technology is prohibited by law in Albania.
- For 11 years, the "Rama" government has approved false balance sheets for the "Bankers" company with alleged losses or profits of up to 7 million lek per year, as a scheme to avoid paying fiscal obligations and has reimbursed fictitious VAT invoices.
- The "Rama" government allowed the "Bankers" company not to supply the Ballsh Refinery with oil for 5 years, intentionally to close it, in implementation of the scheme.
- In March 2022, Edi Rama reduced the price of electricity to the company "Bankers", from 26 lek/kw to 23 lek/kw, using the Energy Regulatory Authority (ERRE).
- During Edi Rama's 12 years in power, the "Bankers" company was never inspected by the Concessions Agency (ATRAKO), Albpetrol, AKBN, nor by the 3 ministries responsible for concessions, but false reports were inserted into the file, as if it had been inspected and was in order.
- During the 12 years of the "Rama" government, the "Bankers" company has been issued with 8 types of environmental permits in violation of the contract; with 1 permit for the use of highly hazardous chemicals and with 3 permits for the use of surface and underground water resources of the Seman River basin, where "Bankers" is also allowed to discharge oil waste.
- The Prime Minister knows that "Bankers" financed the SP municipalities in the Fier region during the election campaigns, while after the arrests, he is acting as if he has no connection to the crimes of "Bankers", when the facts show that he is immersed "head and foot" in the oil concession./ Pamphlet
