In his political history, especially in the opposition, Sali Berisha has shown that he does not know another way of oppositionism other than creating chaos, even though he camouflages it with the abstract term 'civil disobedience'.
"To encourage the spirit of civil disobedience. In small acts, in big acts, but convinced that only civil disobedience will be able to save Albania and the Albanian society from this dictatorship", said Berisha 3 days ago (December 14, 2023).
In recent months, he talks about it every day, calls, says he has the structures ready, they are waiting for the signal, but no signal. The only ones who are obeying the signal are a group of deputies who have made parliamentary chaos the normality of plenary sessions.
But Berisha's obsession with "civil disobedience" and his failure with it has a long history, at least 8 years. It was December 2015 when Berisha started his battle to incite Albanians to civil disobedience, which he continues to do in December 2023.
"Let's use all forms of protest, civil disobedience...", called Berisha on December 10, 2015, a call repeated several times that month.
Then again in March 2016.
"Great effort for all Albanians to overthrow with democratic revolution and civil disobedience the regime of the neo-blokmen", he wrote on Facebook on March 22, 2016.
On June 23, 2016, in a speech in Parliament, he called for civil disobedience against the justice reform.
"Rama is trying to get justice. Democratic revolution and civil disobedience to remove the country's prime minister Edi Rama as soon as possible".
Again a few months later, in November 2016.
"I call on students, high school students, their parents and all citizens... to stand up in protests, civil disobedience to push the clique of criminals from power", wrote Berisha again on November 26, 2016 in a post on Facebook.
2017 was the year of the tent on the boulevard and the first attempt to boycott the general elections of June 18. Berisha could not miss the opportunity for his civil disobedience.
From Lulzim Basha's tent, on February 19, 2017, Sali Berisha said that Rama would accept the technical government 'with one foot'.
"If Rama does not accept PD, he will impose to accept it with one foot. Civil disobedience has its 52 democratic forms. We will solve everyone to show the place to that Ediscobar"

"Rama will be thrown away, he won't even be able to enter Surrel", he declared on April 27, 2017.
Only a few months later, Basha made the agreement with Rama that Berisha considered extraordinary, without a technical government and without any civil disobedience. The elections were held, his PD lost, and immediately Berisha demanded the overthrow of Rama, after failing to vote, he returned to civil disobedience.
“Në këto kushte tejet te renda, ftoj qytetaret te mos largohen nga Shqipëria por te organizohemi me te gjitha format e mosbindjes civile paqësore kundër saj”, shkruante Berisha më 3 korrik 2017 në një postim në Facebook.
2018-a ishte viti kur PD tentoi të bënte atë që Berisha kishte vite që e kërkonte. Fillimisht mosbindjen civile e kërkuan me mospagim taksash por askush nuk i erdhi pas në këtë drejtim. Thirrja e Berishës identike si në 2 vite rresht.
“Të bëjmë ç’të duam kur të duam dhe si ta duam. Të motivojmë njerëzit dhe të drejtojmë mosbindjen civile deri në përmbysjen e tij”, thirrja e Berishës më 2 prill 2018.
Por përveçse disa goma të djegura në disa rrugë të bllokuara disa orë, pas asnjë përfitim në aksionin opozitar asgjë nuk ndodhe. Më 5 prill 2018 bllokuan rrugët. Edhe 2018 pa ndonjë efekt. Ëndrra e Berishës që të nxisë shqiptarët për mosbindje civile u shty edhe një vit tjetër.
Edhe 2019 ishte vit bllokimi rrugëve në prill dhe maj, nga Berisha, Basha e Kryemadhi.
“Unë dua të them të vërtetën dhe e vërteta është se përplasja civile është shumë e mundshme në këto kushte ku jemi. Rama ka një qasje refraktare dhe të paprecedentë dhe ai duhet të largohet nga pushteti me çdo mjet të mundshëm të mosbindjes civile”, deklaronte ai në një intervistë më 23 maj 2019.
Në vitin 2020 ishte shembja e Teatrit arsyeja pse Berisha siç duket mendoi se këtë herë do ta bënte mosbindjen e tij civile. Një ditë pas shembjes së godinës së teatrit kombëtar bënte këtë thirrje.
“Ta hedhim Ramën në Lanë! Të gjitha format e mosbindjes civile. Qytetarët nuk kanë më ligje dhe drejtësi, armën më të fuqishme kanë guximin e tyre”, tha Berisha më 18 maj 2020, në një protestë të opozitës.
2021-shi ishte viti i gjëmës së madhe për Sali Berishën dhe familjen e tij. Ai u shpall ‘non grata’ nga Shtetet e Bashkuara të Amerikës, u përjashtua nga Lulzim Basha dhe nisi luftën për rikthimin në krye të PD.
‘Mosbindjen e tij civile e transferoi në selinë e Partisë Demokratike kur 8 janarin e vitit 2022 e sulmoi me dhunë.
2 muaj më vonë, 25 marsin e vitit 2022 Berisha u fut në selinë e PD pas vendimit të Agron Zhukrit, ndërsa më pas iu rikthye ‘mosbindjes civile’ për të rrëzuar Edi Ramën që kishte vite të shpallur.
“Rama rri se e lamë ne, ta hedhim në Lanë”, kushtronte më 18 maj 2022.
Në gusht 2022 mosbindjen civile e premtoi për Ilir Metën pasi filloi hetimi NGA SPAK për të.
“Të gjitha format e protestave, përfshi edhe mosbindjen civile”, premtonte më 25 gusht 2022.
Më pas premtoi vjeshtën e revolucionit.
‘Do bëj gjithçka që kjo vjeshtë të jetë e revoltave, protestave dhe grevave”, deklaronte Berrisha më 23 shtator 2022.
Dhe sigurisht që edhe kjo vjeshtë nuk si solli Berishës asnjë revolucionar. Mosbindjes civile iu rikthye në dhjetorin e 2022-shit kur në një protestë kur Tirana vizitohej nga krerët e të gjitha shteteve të Bashkimit Evropian.
"We continue the mission until civil disobedience. We are for all forms of protest and civil disobedience," said Berisha on December 9, 2022, 3 days after he was punched in a protest.
And we come to December 2023. Berisha's revolution with civil disobedience 8 years later is where it started in December 2015.
"There is no peace until Rama leaves", he said on January 26, 2023.
"Civil disobedience, on February 11 go to civil disobedience", it was committed on February 7, 2023.
"Civil disobedience..." it repeated on March 9, 2023.
"On the feet of democrats and democrats, civil disobedience is my oath", he called again on December 2, 2023.
Already under investigation by SPAK, Berisha sees civil disobedience as the only salvation, that dream that is as old as Albanian democracy itself in the drawer of his politician's desk. And on Monday, December 18, when the Assembly will decide on his arrest by SPAK, Sali Berisha gives the pledge for the next revolution.
"A decision has not yet been made that I should meet the lawyers, with whom I should consult about this. What we have decided as a parliamentary group, we will continue the civil disobedience regardless of any kind of procedure dictated by Edi Rama", was his promise that the revolution without return starts from Monday.../Shqiptarja.com
