Eduart Halimi has considered Prime Minister Edi Rama's initiative to intervene in the Criminal Code, with the aim of preventing SPAK from having the right to request the Court to suspend members of the Government from their functions, an emergency to protect ministers.

" Article 242 does not prohibit the suspension of ministers if they are suspected of committing criminal offenses. What the Government is trying to do is change it and create protection for ministers so that if they are suspected of a criminal offense, they are not suspended and can continue working. But this does not negate the fact that a security measure of imprisonment or house arrest can be requested.
