Here is what the Electoral Reform Commission aims to achieve within April...
The plan of the majority and Lulzim Basha's group for Electoral Reform is revealed. Yesterday, the special committee met online and approved the work plan. " Pamphlet i" has provided this document, in which it is intended that the Electoral Reform will be closed within April.
According to the calendar, from February 6-16 there will be hearings with political parties, local NGOs and international organizations in Albania so that they can present opinions, suggestions and proposals related to the Electoral Reform, based on the recommendations of the OSCE/ODIHR.
In the period February 19 - March 15, 2024, it is intended to be prepared by the experts of the Special Commission for Electoral Reform in cooperation with OSCE/ODIHR experts and the consideration of proposals based on their recommendations regarding these issues: Registration of electoral subjects; Registration of candidates and their number for each electoral district; Voters and the preparation of the list of voters; Gender equality for elected bodies and electoral administration; Review of proposals related to the implementation of the right to vote for citizens outside the Republic of Albania and possible schemes for its implementation (Decision No. 38, dated 09.12.2022 of the Constitutional Court); Registration and preparation of the list of voters residing outside the Republic of Albania; Voting methodology for voters residing outside the Republic of Albania; Administration of the electoral process and counting of votes for voters residing outside the Republic of Albania.
In the same period, it is intended to prepare and review proposals related to the issues: Electoral zone and the number of mandates for each zone; Voting; Distribution of mandates (Decision no. 28, date 30.06.2021 of the Constitutional Court).
So it seems as if there will be a review of the number of mandates in the districts, a trick used earlier.
In the period March 18 - March 29, 2024, it is intended to prepare and review proposals related to the issues: Election campaign in electronic media; Election campaign financing and Election campaign reporting and monitoring.
While in the period April 1-10, it is intended to come out with a concrete draft.
It remains to be seen how much the above goals will be realized. The draft was agreed upon by the duo Gjiknuri-Alibeaj and other members of the commission. Meanwhile, Berisha's group does not accept this commission and most likely the meetings will continue to be online. / Pamphlet
