The head of the 'Albania Becomes' Movement, Adriatik Lapaj, declared in the podcast "Te Pashoq" on Pamphlet's YouTube channel, that the majority and Re-establishment are together.

According to him, whenever it comes to important laws, they get together and pass them, as he brought to attention the case of criminal amnesty. He added that the two parties will come together to approve the legal changes in the Xhafaj super-commission.

Made through the "underground" bazaar majority-refoundation, how do you see the resolution from the SP, which in its last point foresees the Xhafa super commission to intervene in the justice system?

Lapaj : Since 2008, for me there are not two sides, I have one side. There is a two-sided coin. Because they cooperated for the constitutional changes of 2008, which essentially preserves the status quo between the two parties. So a pair divided into two. With the constitutional changes of 2008, rotation is difficult, as it passes from one party to the other or is not done otherwise. Now along the way one of the parties got out of the deal and now they are back in the deal. Luck is that when it comes to important things, they come together, like in the case of amnesty. Why should the opposition unite to reduce the sentence and release those who were sentenced by SPAK!

Why did the opposition vote then?

Lapaj : You find an explanation, so it's all a package. We come to the second one. This comes with a resolution for the anti-corruption fight, but why is corruption fought with a resolution? You know what a resolution is in the legal sense, it is a statement; we declare that we will fight corruption, no matter what! So if the resolution is not accompanied by subsequent legal changes, it is simply a statement. For it to materialize there must be legal changes, for legal changes to occur there are two possibilities: one with a simple majority, for laws with a simple majority. The second two with a qualified majority of 84 votes or more for laws that are at the level of article 81/point 1-2 of the constitution that require a qualified majority. Laws for justice reform are included in this category, so they want a qualified majority, if this remains just a statement, nothing happens. If it continues, it means that Rama will need the votes of the opposition, that's why I see them together.
