The Assembly is holding a plenary session today, where the agenda is the review of the draft law "On the approval of the actual budget of 2023".
The Assembly will also discuss the draft decision "On some changes in the decision no. 69/2021 "On the appointment of the membership of the permanent committees of the Assembly", as amended.
Also, the Assembly will consider the draft decision "For a change in decision no. 70/2021 "On the appointment of substitute members of the Permanent Committees of the Assembly" as amended.
Meanwhile, the return of the expelled DP MPs is also expected in the session, after the Administrative Court announced the decision yesterday regarding the appeal of the MPs on the punishment by the Council of Ethics for different periods of time, ranging from 40 to 60 days.
The administration abolished the disciplinary measures, while the decision was given with temporary execution, so it is applied immediately.
It is learned that for MPs Gazment Bardhi, Flamur Noka and Bledion Nallbati , a partial repeal has been decided, leaving the exclusion in force for only 10 days, that is, from October 3 to 13; while for the other MPs, the exemption for 5 days from October 3 to October 8 was left in effect.
Meanwhile, after this decision, two days ago the opposition warned that it will be in the Assembly to protect the interests of the citizens related to the government's financial policies foreseen in the next year's draft budget.
"Leaving the parliament means the cessation of civil disobedience and the confrontation with the government", declared the head of the DP parliamentary group, Gazment Bardhi, after the end of the meeting of democratic deputies two days ago.
Bardhi has informed that they will participate in the plenary session where the budget will be discussed. According to him, this does not mean a return to a completely normal relationship with the Assembly, but that the opposition will face the majority to protect the interests of citizens and pensioners.
"This is the last budget of this corrupt government, it requires the engagement of opposition MPs. To transform from the debt of the oligarchs to the citizens' budget. Only opposition MPs can play this role. Because the deputies of the majority, as they have shown these 12 years, are like cards to serve the interest of Edi Rama without paying attention to farmers, pensioners, businesses. The parliamentary group of the Democratic Party will be engaged in an intense confrontation with the majority throughout the discussion process of the 2025 draft budget. The opposition will be there to protect the interests of citizens and pensioners," said Bardhi.
The head of the DP group was asked by journalists for what reason this decision was taken, when it is the same situation as last year. Bardhi said that in this particular case, the opposition's action for free elections and the civil disobedience action will continue, but the deputies will also fulfill their responsibilities as representatives of the citizens.
"Last year, as you are witnesses, we announced decision-making that there will be no normality without meeting the conditions we announced. In this case, the action of the opposition for free and fair elections and the action of civil disobedience will continue. But in addition to this, the deputies will fulfill their responsibilities as representatives of the citizens. Therefore, we will decide the public position in relation to the Assembly on a case-by-case basis. Whoever thought that the opposition will allow Edi Rama to pass the budget of the oligarchs and not the citizens is wrong. We will be there to protect the citizens", he said.
