They will also need cultural mediators, health assistants, etc. So a huge cost to bring 1000 immigrants to Albania in just a few weeks and then return them to Italy.

These centers will not change anything in the immigration problem. Albania will only be able to have an advantage, it will have two well-structured immigrant centers on its territory. Yes, this is not immigration policy. Immigration policy is a serious matter that requires a more concrete, more efficient, more cooperative approach with countries of origin.
