It's a simple logic; amnesty is not forgiveness or innocence.
Meanwhile, it is equally logical that the amnesty does not catch anyone convicted by the Court against Organized Crime and Corruption, or those characters who have benefited from the shortened trial, where well-known political figures are involved. Amnesty is not for them, even if offered, none of them would accept it. It is about those convicted of corruption and abuse of office, because such an amnesty automatically considers them guilty and destroys their careers.
Amnesty is a very valuable mechanism for criminals, since their biggest problem is prison.
Prisons in Albania are not just places where convicted people are locked up, but they are banks that produce billions. A simple clue is enough; in prison shops, every item costs more than at the airport. And the concessions for these businesses have big names from the world of crime.
At the time of Enver Hoxha, the amnesty became linear, it was known who benefited and who did not. Because there was an arithmetic average generally for those with light crimes, i.e. beatings or misbehavior, as well as those severely convicted who had 2-3 years of prison left.
In Albania, since 1992, amnesties have been even more than that. Even in 1997, the Parliament approved an amnesty where it freed the big killers. It is said that that amnesty produced so much money that it also caught the profits of pyramid firms. From that day the amnesty turned into a business, and always when it happens there are "high" level negotiations. Undoubtedly, the amnesty cannot release people who have high sentences, but it can soften the high sentences, and this is where the discussion started, and in Albanian prisons the scholarship has increased a lot, they are asking to pay all those who can benefit from a amnesty.
