How is the isolation of the special prosecution office and the regaining of political control over the system being prepared?
Edi Rama stated in Sunday's podcast that he had spoken with the French Minister of Justice, saying that he would preserve the independence of the judiciary, but would help ensure that it is not biased.

The plan is simple: a law is expected to be drafted that increases the power of the Anti-Crime and Corruption Courts, adding a transitional provision that completely renews the composition of the Anti-Crime and Corruption Courts, both in First Instance and in Appeal.
On the other hand, the power of the High Judicial Council is expected to be changed, which will have the right to investigate whether any other institution, for example SPAK, has eavesdropped or affected the rights of the Court.
Meanwhile, it is learned that the GJKKO will be encouraged to change and renew the composition of the Court against Crime and Corruption.
Another new development will be the Criminal Code, which in addition to a host of changes, will have two important developments. “Abuse of office” will no longer be considered a criminal offense, while any act following an audit or the Supreme State Audit will not be considered a criminal offense.
This means that SPAK can no longer prosecute high-ranking officials for the crimes it has prosecuted to date. If this happens, then SPAK will have only three articles of the Criminal Code and the procedure as the basis for its activity.
This act aims at two objectives: blocking the scope of SPAK's action against senior officials on the one hand, and on the other hand, dividing it with a knife and creating an institution completely separate from special justice, such as the GJKKO.
In other words, the new reform aims to leave SPAK as an island, without any real allies in the justice system, while the Prosecutor General is expected to gain strong control powers over all district prosecutors.
This would effectively bring back the power of the Adriatic Llalla type in all prosecution offices, except SPAK. Meanwhile, in the Appeals Prosecution Office, the General Prosecutor's Office will once again have strong control, influencing through requests coming from the parties.
