Edi Rama's visit to Qatar had no state purpose. The Prime Minister sought to send a third message to Donald Trump through a sensitive diplomatic channel, using Qatar's friendship with the Republican leader. Rama's joke about Trump in the presence of Macron and the president of Azerbaijan seems to have caused anger in Trump's circle. Diplomatic sources claim that Rama has sought to make himself available for a deal, even accepting the end of his political career. Secret meetings in Qatar and Vienna with Jared Kushner fuel suspicions that Rama has sought an international role, with the aim of becoming head of the OSCE in early 2026. If the scenario is true, he should announce his departure before the New Year.
Edi Rama's visit to Qatar was a real mystery. There was no state agenda and no political reason for a relationship with the small but very wealthy Persian Gulf state. The Prime Minister spoke very little, while Qatar has today become a pilgrimage of global negotiations, both for the Middle East and beyond.
The head of the Qatari government is one of the politicians for whom Donald Trump has no time to call. They have become close friends. Edi Rama, informed by people close to the American president, has gone there to deliver a desperate message. It is the third signal. He asks for a big apology using an intermediary.
Edi Rama's joke in the presence of Macron with the president of Azerbaijan about Donald Trump has been much more serious than the prime minister himself thought. The reactions that have reached Tirana have been severe for him. They did not come directly, but panic has gripped him. As it is learned, he has said that he is ready to make himself available, even if he has to end his political career. But he has not received any response and no signal.
This has worried him even more. When the punishment for drug traffickers near his circle came, fear entered his core. For this reason, Edi Rama has undertaken to gamble his entire political reputation, offering himself as Europe's negotiator with Russia, if that's what Donald Trump likes.
He has contacted the two opposite sides of the coin, Emmanuel Macron and Viktor Orban, but so far has not received confirmation. For this reason, he has come out openly with his only method, that of Shaban Qose of Tirana in the 80s. He has become the first leader of a NATO country after Orban to demand direct EU negotiations with Russia, offering himself as a political sacrifice.
It does not seem like an improvised move. Edi Rama is the first Balkan leader to have met a few months ago with Putin's closest confidant, Alexander Lukashenko. The pamphlet made that meeting public, but no Albanian media spoke. Now they have started talking. For several days, circles close to Rama have been throwing mist at the media, saying that his positions make European political sense.
There is much mystery surrounding Rama's agenda in Qatar and Vienna. According to diplomatic sources, on both occasions he met with Donald Trump's son-in-law, Jared Kushner, who left for Moscow after a negotiating mission in Qatar and returned from Vienna to Moscow yesterday.
Rumors circulating in these circles say that Rama has signed off on his departure for an international mission. The first position he has sought is that of head of the OSCE at the beginning of 2026.
