The Council of the EU has appointed Dirk Schubel as the new European Union Representative (EUSR) for Kosovo. He will take up his post on 1 September 2026, for an initial two-year term, succeeding Aivo Oravi.
The mandate of the EU Special Representative for Kosovo is focused on promoting a stable, democratic and multi-ethnic Kosovo, supporting its European perspective through public communication and targeted engagement with citizens.
The main tasks include monitoring progress on political, economic and security priorities, contributing to the strengthening of human rights, the rule of law and the protection of minority communities, as well as promoting European Union political coordination to ensure a coordinated and visible EU presence in Kosovo.
-Who is the new EU representative who will replace Oravi?
Dirk Schubel is a German diplomat with extensive experience in leading positions in the European External Action Service (EEAS), the European Commission, and the German Foreign Ministry. He currently serves as Head of the Division for Russia at the EEAS.
Previously, he was the EU Special Envoy for the Eastern Partnership from 2022 to 2024. He also headed the European Union Delegation to Belarus from 2019 to 2022 and the EU Delegation to Moldova from 2009 to 2013, where he played a key role in advancing the EU's engagement in the Eastern Neighbourhood.
His mandate also includes providing political guidance at the local level to the European Union Rule of Law Mission in Kosovo (EULEX Kosovo), as well as supporting the dialogue between Belgrade and Pristina, with the aim of promoting regional stability and good neighbourly relations.
Currently, 11 EU Special Representatives support the work of the High Representative of the European Union for Foreign Affairs and Security Policy, Kaja Kallas.
