Erion Veliaj has sent a strong 'message' to Edi Rama and his confidant at the head of the municipality, Anuela Ristani.
The Mayor has signed the reinstatement of Alban Dokushi to the position of Secretary General of the Municipality. The signature came after the final court decision, which overturned his dismissal by Anuela Ristani.
In March 2025, after several clashes between Rama and Veliaj over the delegation of powers, as soon as Anuela Ristani regained the position of acting mayor, she dismissed the deputy mayor Sara Goxhaj, who, according to an initial order by Veliaj, but which was later withdrawn, would assume the powers of the mayor. She also dismissed the General Secretary of the Municipality, Alban Dokushi.
With these two moves, Rama paved the way for the capture of the municipality and then began the movement for Veliaj's removal, also demanding new elections. But all of them were defeated.
In its reasoning, the Administrative Court of Appeal assesses that the decision to dismiss Alban Dokushi from office, as well as the order to terminate financial relations with him, are absolutely invalid, legally considering them as if they never existed.
According to the court, these acts have not created any legal consequences, have not entered into force and cannot be corrected or legitimized later by the body that issued them.
The final decision definitively confirms the reinstatement of Alban Dokushi and determines that the acts declared absolutely invalid do not produce any legal effect from the moment of their issuance. By signing the order, Veliaj has sent a clear message to Rama and Ristan.
