The Presidency has reacted after the decision taken by the Constitutional Court today, suspending the implementation of the decree regarding the partial elections in Tirana.
Bajram Begaj decided to hold elections in 6 municipalities, including Tirana, on November 9. His decision sparked debate after Veliaj appealed his dismissal to the Constitutional Court and, according to his lawyers, based on Article 110 of the Constitution, the elections were considered suspended.
The President's lawyers argued that the dismissal was not made on the basis of Article 110 and, according to them, an appeal should have been made to the Administrative Court. Veliaj again addressed the Court, requesting the suspension of the decree and then its annulment. The Constitutional Court today decided to suspend it as far as Tirana is concerned. The Presidency itself states that it will implement this decision.
" In response to media interest, we would like to inform you that the Institution of the President of the Republic respects the decision of the Constitutional Court to suspend the part that determines the date of local elections in the Municipality of Tirana of decree no. 350, dated 01.10.2025 ," the Presidency emphasizes.
The first hearing on Veliaj's lawsuit will be held on October 31st and we will have to see if we will have a decision on that day or not. According to the Electoral Code, Begaj will have to announce a new date if the Constitutional Court upholds Veliaj's dismissal. If not, then there will be no elections in Tirana.
