Out of all the candidates, 1/3 are names with a winning streak and they are again appointed by the head of the party, i.e. Berisha and Rama.

Edi Rama and Sali Berisha reach another pact between them. The discussions under the rug seem to have had an effect, as the parties have reached an agreement on the electoral reform, an agreement which again raises many questions.

The parties have agreed that 2/3 of the lists will be open and 1/3 closed. Out of all the candidates, 1/3 are names with a winning streak and they are again appointed by the head of the party, i.e. Berisha and Rama.

The point that separated the two parties was the way the mandates will be divided. The socialists had as a condition setting a threshold of 7 thousand votes to break the quotient, while the democrats demanded 100% open lists.

Meanwhile, in the draft, SP has given up the threshold of 7,000 votes, while the Democrats have accepted that 1/3 of the list in each district is closed. Meanwhile, the parties have agreed that immigrants will vote by mail.

" The political party or electoral coalition, within the meaning of Article 65, which is registered with the CEC as an electoral subject for the elections to the Assembly, files with the CEC for each electoral district, no later than 50 days before the date of the elections:

a) fixed multinomial list of candidates;

b) multi-name list of candidates subject to preferential voting.

Distribution of mandates to the winning candidates of the list

Immediately after the end of the calculation of the result, according to Article 162 of this Code, the CEC calculates the distribution of mandates for the winning candidates for each electoral subject.

Multiple-list candidates subject to preferential voting are reordered based on the highest number of preferential votes for each candidate. When the number of votes is equal, the ranking is determined by lot. The rearrangement according to this point is used in the implementation of Article 164 of this Code.

Mandates for the winning candidates are initially distributed according to the order of the fixed multi-name list of the electoral subject and in accordance with the ranking of the candidates in it, and in the event of its exhaustion, it is followed by the re-arranged winning candidates of the multi-name list who are subject to preferential voting according to point 2 of of this article.

The calculation and distribution of mandates, according to article 162 and this article, for each electoral district is approved by decision. The decision is approved for each electoral district separately. An administrative appeal can be made to the KAS against the decision ," the proposal states.
