After the publication of the file of the Australian secret services, Prime Minister Edi Rama started to distance himself from the head of the PSD, Tom Doshi, declared "non-grata" by the United States of America, as it is learned that he ordered the political leader of the Socialist Party in the District of Shkodra, Elisa Spiropali to clean the local state administration from militants and people of the Social Democratic Party.
Although it has been declared "non-women" by the USA, Prime Minister Rama seems to have had no problem cooperating openly with Tom Doshi and his party at the local and central level, these negotiations have paved the way for PSD to fill the state administration with its militants.
But it seems that the publication of documents drawn up by the Australian Criminal Intelligence Commission (ACIC), which was distributed to domestic and foreign police agencies a few days ago, have caused Rama and SP to stop cooperating with Doshi. It was the "ShkodraNeës" portal, which, through an article published on August 3 of this month, revealed that a "war" had started between Spiropali and Doshi. According to what "SHN" writes, the political leader of the Shkodër region Elisa Spiropali has decided to overthrow the "strong" in the northern region and at the same time remove what she calls the sultans, directors, who have only been warming the chairs for 7-10 years .

"The heat of August is expected to give way to a "refreshing" September in terms of political developments not only at the central level but also at the local level. The political leader of the Shkodër region, Elisa Spiropali, has decided to overthrow the "strong" in the northern region and at the same time to remove what she calls the director sultans, who have only been warming the chairs for 7-10 years.
Spiropali is said to have asked Edi Rama for complete freedom of action after the May 14 victory and the latter has given him the "blessing" of these changes. According to "ShkodraNea" sources, Spiropali first wants to destroy the influence of Tom Doshi in the district and for this he will start the "scalpel" operation in all regional directorates. "The directors, without exception, will all leave, no matter how they have worked, as we need to change the waters in these institutions. We can no longer have such a situation in the city, therefore the reform will become deep and the duties will be assigned to new names with professional contributions, not only party ones".
In addition to destroying Tom Doshi's influence, Minister Spiropali seeks to purge from these directorates the people of her predecessors, former MPs and ministers who have spread their tentacles by making appointments without criteria. It is expected that in the new team she will not leave room for placing many names, but only for trusted people close to her, and for the sake of the truth, they are few. So in Spiropal's office to leave are the names of all the directors, some of whom have completed the nearly 10-year management cycle. The surprising fact is that their departure will be followed not necessarily by names within the ranks of the SP, but also by those who once belonged to other parties such as LSI or even right-wing parties.
