The former prime minister, Sali Berisha, has stated that the gangs were used as a determining factor in many cities, to make the result of the elections that Prime Minister Rama wanted. During the meeting of the National Council of the DP, Berisha stated in his speech that the operation 'Metamorfoza' was registered on January 15, but the businessman Pëllumb Gjoka could not be touched that he had to take the victory in Velipojë. Berisha said the same thing about Bajrat in Shkodër.

Bajri got out of prison and the others gathered only to dictate the outcome in Shkodër. Those who believe or think that Edi Rama won the elections, in one way or another accept, legitimize the role of organized crime in the Albanian vote and their fate.
