
Today's plenary session foresees 14 items on the agenda, one of which is expected to bring political debate.
The changes proposed by the majority for the Special Commission on Administrative and Territorial Reform are expected to spark political debate.
The Socialist Party wants to change the representation formula on the commission. The Socialists propose 17 members, 9 from the Socialist Party and 8 from the opposition, instead of the equal division that is currently applied.
The Socialist Party is also seeking a change in leadership. The Socialists are proposing a leader from the majority and a vice-leader from the opposition, instead of two co-leaders.
The Socialists argue that the changes ensure continuity of work, after the opposition's absences from the meeting. The majority stated that it is not withdrawing from the proposal after the last meeting where the opposition was absent. The Assembly is expected to review and vote on the request in this session.
The Democratic Party states that it did not participate due to other commitments and not to boycott. The DP leadership decided a day earlier that the deputies would participate in the special commissions on territorial and electoral reform.
The Democrats changed their stance a few hours after the Socialists announced that they would submit for approval the change in the composition and direction of the commission. Arbjan Mazniku stated that the deadlines are related to next year's local elections and the negotiation process.
If the Assembly approves the proposal, Arbjan Mazniku will head the commission, while Luciano Boçi will retain the position of vice-chairman. The Democratic Party warns that it may establish parallel commissions for its proposals.
The parliamentary majority has the votes for approval, despite opposition objections.
The agenda also includes amendments to the law “On Narcotic Drugs and Psychotropic Substances” and the law “On Protection from Discrimination.” The Assembly will hold an interpellation with the Minister of Justice, Besfort Lamallari, at the request of MP Tedi Blushi.
The MPs will review the draft law "On the Prevention of Conflict of Interest in the Exercise of Public Functions" and the draft decision to establish the Subcommittee on Sustainable Development within the Committee on Natural Resources, Infrastructure and Sustainable Development.
The agenda also includes the draft law for the ratification of the financing agreement between Albania, France and the European Commission for the Interreg Europe 2021-2027 program.
