It is no coincidence that Edi Rama always chooses the SP Congress to send a message to SPAK. A year ago, he told the prosecutors to deal with the opponents, because if it was for any politician or senior official of the majority, he would be taken "by the ear" to SPAK.
As it actually happened, since in the Special Prosecutor's Office, both the denunciations for Berisha and Meta, as well as those for Arben Ahmetaj, were prepared in the prime minister's kitchens and then sent by his supporters or relatives.
Edi Rama, all this time, has been terrorized by the possibility that SPAK could destabilize his government with a high-level investigation.
This has happened since Yuri Kim was the ambassador in Tirana, who stopped the preference of Edi Rama to be elected the head of SPAK, or declared that all those officials related to crime should leave. Since then, Edi Rama was very afraid of a high-level process from SPAK that could change the balance of power. And this terror has not escaped him yet, so for a long time he has come up with the thesis that SPAK and the Justice Reform were not done by the Americans but by the Socialist Party. According to him, if it wasn't SP, it wouldn't be SPAK.
This finding of Edi Rama is not wrong. As it was the SP that has supported the Justice Reform more strongly than the DP and LSI.
But this does not mean that the SP formed this Special Prosecutor's Office that we have today. Because, as we know, if it was the wish of the SP, we would have other people in these positions, as we also have relatives of the leaders of the SP in some important bodies of justice.
Since the vetting, the Prosecution Council, the KLJ or even the Prosecutor's Office of Tirana, where nepotistic connections of a SP deputy, namely the deputy speaker of the Parliament, have been appointed.
The USA and the EU have been decisive so that a final capture of Edi Rama does not happen in the dome of the new justice, and that the criminal policy is not controlled 100 percent by the majority.
Rama's insistence, as the leader of the relative majority instead of the one he made SPAK-ub, is nothing but a political signal to the prosecutors that they cannot hit "Zeus" who gave birth to him, made him be who they are.
Meanwhile, at the SP Congress, Edi Rama went further, when he said that there should not be a "Republic of Prosecutors", since according to him all are part of the Republic of Albania, where the judiciary is as independent as the executive. This is a distorted concept; since the executive is there to administer, while the judiciary is there to deliver Justice, according to the Criminal Code of the Republic. And here there is no reason to have any doubt that if the government is investigated, the Republic will be affected. Because in the Constitution, the state is neither the government, nor the parliamentary majority, nor, far from it, Edi Rama.
Even the state is more the Prosecutor's Office, which neither distributes money nor administers property. It simply prosecutes those officials who have not managed the citizens' money and property properly. Since the state, namely sovereignty, originates from the people, and not from a parliamentary majority, no matter how enlightened or progressive it may call itself.
Even legally, after the changes in the Constitution of Albania, with the Justice Reform, Albania is more of a Republic of Prosecutors than a republic of politicians and officials.
After the Constitution, for the first time, a special paragraph and then an organic law was established for a body of prosecutors that exclusively investigates the crimes of high officials.
And this "Republic of Prosecutors", it can deviate, it can be harsh, it can also not always be adequate, but in any case, it is considered to prevent, block and punish the abuse of thieves in the cloak of power.
Citizens know well that the "Republic of Prosecutors" is not the best possible, just as Roberspierre's "Republic of Terror" in the French Revolution was not the best, even bad. But this Republic even destroyed with the guillotine the theory "L'état, c'est moi" of Louis XIV. Which was buried so as not to be repeated in the West that we want to go to.
This theory is held by dictatorial states that are absolute monarchies in deed but are republics in words, where justice is not power, but an option.
A Republic of Prosecutors may be an exaggeration, but for Albanians it is better than a Republic of thieves who consider every property of the citizens as an opportunity to get rich. And Edi Rama knows this, because he does frequent polls and has seen that he is ranked much more anti-popular than Altin Dumani or the other SPAK prosecutors.
