
The deputy of the Democratic Party Dhurata Çupi and the deputy prime minister Belinda Balluku clashed in the Assembly over Arbri Street.
Çupi accused the government of stealing through concessions, as he points out that millions of euros have been spent on the Arbri road and it is still not finished.
The DP deputy said that the Arbri road concession is the most expensive as it costs 360 million euros, while adding that the contract has been inflated year after year due to a significant lack of transparency regarding the expenditure of funds.

Dhurata Çupi: The Arbri Street contract, which I have been talking about for years, is the most expensive, its cost this year will increase by several billion ALL. Road investment is ridiculous. The Arbri road is not finished as stipulated in the contract, but we continue to pay. Complete lack of transparency about where our money goes. No one can say when the road will be finished, although money is pouring in from the government for one of the biggest contracts.
Belinda Balluku: We are both MPs from that area. You know very well that they are not 3D projects. It used to take 6 hours to get to the area, today it takes 1 hour and 30 minutes. Arbri Road is a complex project. If we have the 3D projects or if we have the truth, the people of Dibra and the citizens of Albania who are visiting Dibra, turning it into a tourist spot, prove it. Arbri Road, although you say money is being thrown, there is no place to throw money, it is a 13-year private-public partnership contract with an amount of 33 billion lek which does not change even a penny. I told you about the geology of the Murriz tunnel, let's go into the tunnel and see what a complex work it is, how much iron and concrete have been laid to hold that mountain of clay and that's how the whole area is. The contract was signed in 2018 and will be active for 13 years. No lek will be paid, it is the company's costs.
Dhurata Çupi: What I regret is that we debate here in this room, Dibra is poor, the poorest region of your policies, because the concession you mentioned started with 120 million dollars and today it has gone to 360 million euros , the minimum. The people of Dibra have emptied Dibra not because of happiness, but because of poverty, meanwhile the governors are put in prison. It is ironic that we both debate here while the Dibran citizen must be very sad.
