The transitions of political figures from opposition to the majority have become an inseparable feature of the Albanian transition. These moves are often perceived as betrayals of the electorate and as maneuvers by the government to create noise, while simultaneously undermining the strength of the opposition.
In his fourth term in office, after removing his left-wing ally, Ilir Meta, from the coalition government, Prime Minister Edi Rama has begun targeting figures from the opposition camp to bring them closer to him.
At the first meeting of the new government, he appointed Deputy Minister of Interior Silva Caka, a former Freedom Party MP and an opposition voice, especially active in the protests against the mayor of Tirana, Erjon Veliaj, who was dismissed from office at the same meeting.
Earlier this summer, Rama drew attention by appointing Genc Deromema, a leader of the local branch of the Democratic Party, as cadastral director in Vlora, justifying himself by saying that they had run out of human resources in the socialist camp.
He also brought into his party's ranks and included in the list of candidates for MPs Endrit Brahimllari, also a former central figure in the Freedom Party, which is led by Ilir Meta, a former socialist and Rama ally, who is currently in prison on corruption charges.
Caka's appointment sparked a reaction from within her party, but also in the public, where such political oversteps are perceived as political betrayal but also as a tactic by the government to harm the opposition.
But such movements make more noise than they have a direct impact on the opposition, says Dashamir Shehi, a veteran former member of the Albanian parliament and chairman of the Movement for National Development, which failed to be represented in the Assembly in the last elections.
"The goal is malicious, to create the perception that their people are coming with us, that it's not that these characters are some great professionals that the state needs," Shehi told BIRN.
"Rama is practically making noise, causing a diversion in public, and keeping the media busy with this kind of smoke for a while," he added.
On the other hand, Shehi suggests that these moves by some opposition figures for a job in the government camp do not harm the opposition in themselves, also due to the small weight that the characters have.
"It's not this that disrupts the opposition's work, agreements between a few small employees with the big boss in power, it's the political agreements made between two parties that have other interests inside, such as the one for the Electoral Code and the Constitution in 2008 that disrupt it," argues Shehi.
Për Zef Preçin, drejtor i Institutit për Studime Ekonomike, këto veprime lidhen dhe me humbjen apo zbehjen e një dallimi ideologjik mes kampeve politike, ose mes PD-së dhe PS-së që kanë qëndruar në pushtet prej 35 vitesh dhe kjo e ka ndryshuar perceptimin qytetar ndaj politikës për keq.
“Kjo situatë favorizon klientelizmin partiak, patronazhimin politik, përdorimin e mjeteve dhe burimeve shtetërore për të siguruar rizgjedhjen, etj.. Ndoshta edhe propaganda e sofistikuar, sidomos gjatë dekadës se fundit e ka nxitur këtë sjellje të qytetareve, duke çuar edhe në situata absurde ku zgjedhjet ‘fitohen’ edhe pa patur fare program, apo kur thelbi i fushatës bëhet rrënimi i reputacionit të kundërshtarit pa thënë se çfarë ju ofron qytetarëve”, tha Preçi për BIRN.
Mungesa e një perceptimi të qartë për dallimet mes grupimeve politike, sipas Preçit, ka çuar dhe në lloj lehtësie në kalimet e personazheve të politikës nga njëri krah në tjetrin deri në nivele më të larta politike, si në radhët e deputetëve të Kuvendit, duke tjetërsuar kështu dhe vullnetin e votuesve.
Kultura e shit-blerjes në politikën shqiptare
Dashamir Shehi nuk e sheh si një fenomen të ri sjelljen e Ramës me miklimin e individëve nga kampi opozitar, por si vijëmësi e një fenomeni të hershëm në politikën shqiptare që tregon në vetvete dhe mungesën e moralit politik apo identitetit ideologjik të partive në spektrin shqiptar.
Ai sjell si shembull kalimin e një partie të majtë që lindi nga PS-a, Lëvizjes Socialiste për Integrim, sot Partia e Lirisë, nga koalicioni me Ramën në koalicion me Berishën dhe anasjelltas.
“Mos të ankohet sot opozita që po i merr ca nëpunës të vegjël, pasi Berisha i ka marrë PS-së praktikisht një kryeministër, Ilir Metën apo një figurë qendrore të partisë, Kastriot Islamin, etj..”, thotë Shehi.
Sipas tij, “kjo është një histori permanente shqiptare, një tipar i turpshëm i politikës që na ofron kronika e të paktën 20 viteve të fundit”.
Ngjashëm mendon dhe Zef Preçi, sipas të cilit Edi Rama ka luajtur një rol kyç në krijimin e këtij fenomeni, kur me ardhjen në krye të partisë socialiste solli me vete edhe filozofinë “përtej të majtës dhe të djathtës”.
Por, ai shton se, “fenomeni shitblerjes së individëve me ‘background’ politik është legjitimuar nga Kuvendi kur PD vendosi të dorëzojë mandatet dhe të bojkotojë zgjedhjet vendore, fenomen që tashmë ka fituar ‘qytetarinë’ nën ambicjen e z.Rama për t’i përdorur këta individë si demonstrim të mbështetjes së gjerë popullore që gëzon, ndonëse koha kur lideri merrte me shume vota se partia është lënë pas prej dekadash”.
Sipas Preçit kur kjo ndodh me mandatin e deputetit duhet të ketë pasoja kushtetuese.
“ I think that in a functional democracy, while respecting the legitimate right of the individual to change political direction by taking office in the next government, voters should also be free to enjoy their right to hold such representatives accountable, including the right to revoke their mandates of representation ,” he argues. /BIRN
