Socialist MP Erion Braçe has reacted to the action taken today by order of Prime Minister Edi Rama, to crack down on cases of uninvoiced trading of milk and dairy products. 

Through a post on the social network "Facebook", Braçe emphasizes that the fault of the increase in the phenomenon of trading livestock products without invoices is the Value Added Tax scheme. 

According to the socialist MP, the current VAT scheme has forced collectors and processors not to issue invoices for livestock products, as it costs them a lot of money. He emphasizes that any element of formalization with this VAT scheme will increase prices. 

"6 years. Since November 2018, I announced that this is exactly what would happen, that is, we would fall into deep informality, which would burden the entire Agriculture and Livestock sector and on the other hand would jeopardize food security. What happened 6 years ago with the tax suppressed the added value, encouraged informality, and on the other hand, as an alternative, encouraged the import of livestock products in general, those for processing, of course, milk and meat, which were consumed in these 6 years. First of all, I would like the Director General of Taxes, the minister, the other minister, to know that the farmer, who is called a farmer, does not issue invoices.  

By law, the farmer does not issue the invoice, but the collector issues the invoice. The collector for the needs of the processor or directly the processor when he collects on the territory himself. There is a problem here, which I have been talking about for 6 years, I have been proposing for 6 years, they have been opposing me for 6 years, they have been voting against me for 6 years, or they say you are right, but here we go… It is the value added tax in the agricultural sector. In the scheme of 0 from the farmer and 20% at the exit, the value added tax has been denatured. It practically functions as a turnover tax, a tax that does not exist in Albanian legislation. Above all, this scheme forces collectors and processors not to wait for an invoice. Why? Because they lose money.  

Paying VAT, 0 on purchases and 20 on exports, is much more than paying VAT on imports of agricultural and livestock products. So food security is vital. For it, formalization is even more vital. But for both, the value added tax must change. If we want to do business… if we want to increase prices more… yes definitely: Every element of formalization with this VAT scheme will increase prices ,” writes Braçe.
