
Meta was summoned to SPAK on Monday, August 4, to communicate the closure of the investigations into the LSI lobbying file in the US and the CEZ-DIA affair.
Former President Ilir Meta was summoned to the Special Anti-Corruption Prosecutor's Office on Monday, August 4, at 11:00 AM to be informed of the closure of the investigations regarding the LSI lobbying file in the US and the CEZ-DIA affair.
Meta, who has been held in a detention cell since October 21 of last year, will be escorted from the detention facility to the SPAK premises where, together with his defense lawyer, Kujtim Caktani, he will sign the closure of the investigations.
The same procedure was followed for his ex-wife Monika Kryemadhi, as well as for the couple's two associates, Ema Çoku and Piro Xhixho. SPAK charged the latter with "passive corruption", while Ema Çoku with "money laundering".
"It has been proven that as former Minister of Trade and Energy, Ilir Meta used his authority and influence to intervene in the process of concluding the contract between the company "Debt International Advisory" and the company CEZ Shpërndarje.
This contract was intended to assist in the identification and collection of overdue debts. These closely related relationships directly influenced the selection process of DIA to perform debt collection services for CEZ, despite the fact that the company did not meet all the legal and professional criteria to manage obligations of this nature. The company "Debt International Advisory", through this agreement, has irregularly benefited from the amount of 649,803,520 lek, which has been confirmed by a final court decision," SPAK said in a statement.
Investigations have revealed that Ilir Meta requested and accepted significant amounts of money from Kasteriot Ismailaj, during the period when he held the position of Minister, a duty which included overseeing the privatization process of CEZ and concluding contracts for debt collection, thus consuming the elements of the criminal offense of "Passive Corruption of Senior State Officials or Local Elected Officials".
Second, SPAK indicated that Meta as Speaker of the Parliament and his wife, Monika Kryemadhi as a deputy of the Parliament, in 2014 used their influence to influence the leaders of various state institutions as well as the leaders of mobile phone companies, with the aim of entering the fiber optic market and concluding an interconnection agreement between the two companies.
As a result of this illegal influence, the Meta couple is suspected of having benefited from their share in percentage from the company's profit, and have been provided with credit cards by the company's administrator. The expenses incurred through these cards have not been declared in the periodic asset declarations by the investigated parties. On the other hand, Pirro Xhixha as the Chairman of AKEP, elected by the Albanian Parliament with the proposal of the political entity "Socialist Movement for Integration" (LSI), in implementation of the orders received from the entities Meta and Kryemadhi, has not only influenced the managers of the mobile telephone company to finalize the agreement but on the other hand, has allowed the private company to exercise its activity in violation of the AKEP law.
SPAK calls the relationship with businessman SM corrupt for the benefit of a villa as a reward for the illegal influence they exercised over public officials appointed by the SMI, in the interest of the economic activities of the businessman in question, which was allegedly finalized with the amendment of a law. SPAK also counts the lobbying contract in the US as abuse, from which it results that part of the financing of the contracts was made by bank transfers from the accounts of the political entity, the Socialist Movement for Integration, while the amount of 463,546.26 USD was not transferred from the bank accounts of this political entity.
Likewise, it turns out that this monetary amount, which was not transferred from the political force's bank accounts, is not reflected in the balance sheets of the political entity Socialist Movement for Integration, deposited with the Central Election Commission.
SPAK stated that the couple purchased an apartment declared as financed with a bank loan, but investigations show that the sum of 310 thousand euros was paid in cash by Mrs. Kryemadhi's mother. The Meta couple say SPAK did not declare medical expenses amounting to thousands of euros.
