The Albanian Parliament approved the draft law on the foreign service in the Republic of Albania after a marathon 18-hour session.
75 majority MPs voted in favor, 1 abstained, while 15 voted against.
"Within 12 months of the entry into force of this law, all diplomats in service must undergo a mandatory test to verify their skills. The testing procedures and criteria will be determined by a sub-legal act. The provisions of this point will be implemented within 12 months of the entry into force of the law," states point 3 of Article 68.
Minister Elisa Spiropali underlined that the draft law is necessary to improve Albania's foreign service and culture of representation.
"We need a foreign service that is at the height of our national ambitions. This draft law is an instrument for this new phase. Of course, it cannot be claimed to solve everything, but it aims to make a deep reform in the foreign service. It creates the Diplomatic Academy, sets higher diplomatic standards, strengthens economic and cultural representation, opens doors for professionals and the status of the diplomatic service and their families. Above all, it aims to change the culture of Albania's representation in the world", concluded Spiropali.
The draft law on electronic governance and the draft decision on the approval of the annual plan for the implementation of the official statistics program were also approved with majority votes.
Meanwhile, several draft laws proposed by the opposition were defeated by majority votes. These are the draft laws on cultural heritage and museums, excise duties, higher education and scientific research, value added tax, the status of miners, and the one on the necessity of conducting laboratory analyses for food contaminants.
In this session, Selami Xhepa, Holta Zaçaj, Jonida Prifti and Ervin Mete were elected members of the Supervisory Council of the Bank of Albania, while the vote for Matilda Shehu was postponed to another session.
