The Democratic Party has formalized the rules for the May 23 election process to elect the party's leader, with only Sali Berisha in the running. But that's not all. Berisha has demanded that his own observers be placed in every voting and counting center.
The official document drafted by the Commission for the Organization and Control of Electoral Operations (KOKOE) defines all the procedures that will be followed during the voting and counting process.
According to the instructions provided by Report TV, the elections will be held with free, secret, equal and direct voting. The process at the branch level will be administered by the local DP leaderships, which are responsible for the organization and conduct of the voting.
One of the main points of the document is the candidate's right to have a permanent observer at the KOKOE. The instruction states that the observer must be appointed by May 13, 2026 and must be a member of the Democratic Party. He will have full access to the commission's activities, will be notified of each meeting and may submit requests, proposals or complaints.
The document also foresees the official launch of the election campaign on May 15, while it ends 24 hours before voting day.
Voting centers will be set up in each branch of the DP, while the branches will propose to KOKOE the premises where the process will take place. A voting center will be set up for the Tirana 2 branch at the DP headquarters, where members of the Presidency and the National Council residing in Tirana will also vote.
The Voting and Counting Commission will consist of three members appointed by KOKOE, as well as representatives of each candidate. Even though only Sali Berisha is in the race, the regulation maintains the standard wording for the presence of candidate representatives on the commissions.
Voting centers will open at 08:00 and close at 18:00. The vote count must begin no later than 30 minutes after the end of voting and will take place in the presence of commission members and the media.
According to the document, preliminary election results must be announced by May 24, 2026, after KOKOE administers the election records and materials.
