Erion Veliaj seems not to be giving up on holding elections in Tirana. Although he appealed to the Constitutional Court after his dismissal in the hope that the process would be suspended, the president decided that on November 9, we will have elections in 6 municipalities, including the capital.

The President argues differently than Veliaj claims, stating that he was dismissed under the provisions of the Law on Local Self-Government and not under Article 115 of the Constitution, which gives Veliaj the right to appeal to the Constitutional Court and this automatically suspends the process.

But Veliaj's lawyers seem to disagree with this argument. According to sources, they are expected to file a second appeal to the Constitutional Court, this time against the president's decree. According to them, it conflicts with the Constitution and they are expected to appeal it, with the hope that the Constitutional Court will be the one to separate the "stone from the rock".

Article 49 of the Law on the Constitutional Court states: "The following also have the right to initiate a review of the compliance of the law or other normative acts with the Constitution or international agreements: b) local government bodies, when they claim that their rights provided for in the Constitution or their constitutional position have been violated."

With this move, Veliaj challenges Edi Rama for the second time and makes it clear that it will not be so easy to eliminate him politically. Rama is rushing as hard as he can to hold elections in the capital, but it seems that the ball will once again go to the Constitutional Court.

The latter herself was asked today by the media if she had a reaction to the President's decree and the answer was: "We have no comment on the matter." For his part, Ilirjan Celibashi shared the decree on social networks, which means that he is at Rama's service to start work on holding the elections as soon as possible.

Now it seems that this will be the real test of the Constitutional Court. Even though it accepted Veliaj's first lawsuit, the court did not speak clearly to the public, not clarifying whether the dismissal was suspended or not. Let's see if it will be clearer now.

But Veliaj's second appeal is a setback for Rama. If the Constitutional Court suspends the decree, the question that arises is: What will Rama do? Will he move towards illegality?

Veliaj sent his greetings today. "I am well, stronger and more determined than ever in the battle with evil!", Veliaj wrote in the message addressed to the citizens, thanking for the "hundreds of letters" that he says he has received from his supporters.
