
The Tirana Municipal Council today approved the 2026 budget with a record value of 400 million euros, in a meeting where the Mayor, Erion Veliaj, was absent.
His absence was not accidental; although he had requested to be present at the session, SPAK rejected the request, keeping him away from the most important financial process of the year for the capital.
The session was accompanied by tensions, debates and doubts about legality. All 29 amendments proposed by the opposition were ignored and not put to a vote at all, which the Democratic Party called a procedural farce.
Councilor Ilir Alimehmeti raised direct questions about the competences of Anuela Ristani, who chaired the meeting in Veliaj's absence. " Does Ristani have the competence to sign, since she is not an elected but an appointed chair? " he asked the hall.
Ristani, in a procedural response, stated that " I am not the appropriate authority to answer on legitimacy, but it would be a violation if I did not submit a draft budget ."
On the other hand, Eridian Salianji of the Socialist Party, emphasized the fact that 40% of the 2025 budget has not been implemented. " This has happened because of Veliaj's absence. Service to citizens has been lagging ," he declared.
