Ahead of her official visit to Athens next Tuesday, Minister for Europe and Foreign Affairs, Elisa Spiropali, gave an interview to the Greek newspaper TA NEA this weekend.
Asked about the agenda of issues she will address with her Greek counterpart Giorgos Gerapetritis, the Minister emphasized that "I am coming to Athens to discuss 360 degrees, about everything."
" For our very long list, I emphasize, very long, of cooperation and strengths, but also for areas where we can improve. For Albania, Greece is a strategic partner, a neighbor of exceptional importance, and our will is to move forward in the spirit of close cooperation, friendship and European values. Our relations are already very close. However, I believe that they can be expanded to strategic areas such as energy, especially renewable energy and regional energy security, environmental protection, digital transformation, tourism, security and many others ," Spiropali said.
To strengthen relations between Greece and Albania, which could expand into strategic sectors, as she emphasizes, Albania's Minister of Europe and Foreign Affairs, Elisa Spiropali, will pay a visit to Athens next Tuesday.
Ahead of her first meeting with Giorgos Gerapetritis, she spoke openly about her plans on "NEA Weekend", stating that she is ready to discuss "everything" with the Greek Foreign Minister.
How important is joining the European family for both Albania and the EU, given the unstable geopolitical landscape on a broader scale, and how close are you to your national goal?
Two hundred years ago, when the founders of the modern Greek state declared their independence, on our side of the border, our ancestors, driven by the same desire for freedom, wrote that “the sun of the Albanians rises in the West”. This was not just an inspired quote. It was a historical trend, a compass that has guided us through the centuries. And today this trend is stronger than ever. So strong, in fact, that the EU Barometer shows up to 93% support for Albania’s European integration, a consensus almost unmatched anywhere in Europe. For Albania, integration is also a practical necessity. Since the start of accession talks in October 2024, we have opened all 33 chapters in just 13 months, an achievement that demonstrates both readiness and ambition. Of course, opening chapters is one thing, closing them is another. The challenge now is to achieve tangible results in areas such as media freedom, the fight against corruption and fundamental rights. However, the EU Progress Report for 2025 confirms Albania as one of the most advanced countries in the Western Balkans in approximation with EU standards and recognises our ambition to close all chapters by 2027. I believe that the conclusion will be beneficial for all parties involved. And, in my humble opinion, I also believe that it will be a victory for Greece. It is in the interest of Greece and Greek citizens to have a wider European space at their borders, where they can interact, engage, cooperate and grow. To have a stronger European partner at the border. Currently, Bulgaria is the only EU neighbour for Greece. The creation of a secondary trade, energy, transport and digital connectivity corridor, extending from Greece through Albania, Montenegro, Croatia deeper into the heart of Europe, would bring additional benefits to all our countries, including Greece.
Are there areas related to Albania's accession process in which Greece can assist, in light of its EU presidency in the second half of 2027?
Ne nuk e harrojmë ndihmën thelbësore që Greqia na dha në momente të vështira të historisë sonë. Nuk harrojmë, për shembull, se pothuajse 40 vjet më parë, në vitin 1987, Karolos Papulias u bë një nga udhëheqësit e parë perëndimorë që vizitoi Shqipërinë komuniste dhe shprehu perspektivën tonë evropiane, kur askush tjetër nuk e bëri këtë. Pa mbështetjen politike dhe ekonomike greke, pa gjysmë milioni shqiptarë që tashmë jetojnë në hapësirën evropiane, në Greqi, ndoshta do të na duhej më shumë kohë për të arritur aty ku jemi. Pra, për ne, presidenca greke është një lajm vërtet i shkëlqyer. Ne presim që ajo të përdorë zërin dhe peshën e saj politike për të promovuar këtë ide të një hapësire të përbashkët evropiane në rajonin tonë, ku Greqia dhe Ballkani Perëndimor shihen si një tërësi strategjike, jo si rajone të ndara. Ne besojmë se nën udhëheqjen greke, Ballkani Perëndimor do të mbetet në krye të axhendës evropiane, në zgjerim, lidhshmëri, energji dhe siguri, jo si një shënim në fund të faqes për prioritetet e tjera, por si një investim kyç në stabilitetin dhe të ardhmen e Evropës.
Cila është axhenda mbi të cilën do të zhvilloni vizitën tuaj të parë zyrtare në Ministrinë e Punëve të Jashtme Greke për bisedime dypalëshe me George Gerapetritis dhe në cilët sektorë të tjerë (p.sh. energjia) mund të zgjerohet ajo?
Kohët e fundit në Shqipëri më pyetën për vizitën time të ardhshme dhe përgjigjja ime ishte e qartë dhe pa mëdyshje. Po vij në Athinë për të diskutuar “360 gradë”, për gjithçka. Për listën shumë, e theksoj, shumë të gjatë të bashkëpunimit dhe pikave tona të forta. Si dhe për fushat në të cilat mund të përmirësohemi. Për Shqipërinë, Greqia është një partner strategjik, një fqinj me rëndësi të madhe dhe gatishmëria jonë është të ecim përpara në një frymë bashkëpunimi të ngushtë, miqësie dhe vlerash evropiane. Megjithatë, besoj se marrëdhënia jonë mund të zgjerohet në fusha strategjike si energjia, veçanërisht burimet e rinovueshme të energjisë dhe siguria rajonale energjetike, mbrojtja e mjedisit, transformimi dixhital, turizmi, siguria dhe shumë të tjera. Pikërisht këtë do të diskutojmë. Si të fillojmë një kapitull të ri, më lejoni të them, kapitullin më të mirë deri më sot në marrëdhëniet midis Shqipërisë dhe Greqisë.
Cilat mund të jenë hapat e ardhshëm në çështjen e mbetur pezull midis Greqisë dhe Shqipërisë në lidhje me delimitimin e zonave detare dhe a besoni se është një çështje e pezulluar që mund të fillojë të zgjidhet, siç është rënë dakord në vitin 2020, duke e paraqitur mosmarrëveshjen në Gjykatën Ndërkombëtare të Drejtësisë në Hagë brenda vitit 2026?
Albania remains strongly committed to resolving all outstanding issues with Greece, including the delimitation of maritime zones and agreements related to various aspects of the land border, in a manner consistent with international law and the principles of good neighbourly relations. We are fully open to a constructive dialogue with Greece and committed to continuing our long-standing cooperative approach in addressing these issues. Both Albania and Greece are countries strongly aligned with the core values of the EU, including respect for international law, the peaceful settlement of disputes and the promotion of stability in the region. The spirit of friendship and mutual respect between the two countries provides us with a solid basis for addressing any outstanding issues. How important is the role that people play in Greek-Albanian relations and is there anything you will raise during your visit to the President of the Republic or the Minister of Foreign Affairs regarding the Albanian diaspora in Greece?
My goal is to strengthen cooperation that supports the well-being of our diaspora, including smoother administrative processes and stronger educational and cultural opportunities for our children, such as the introduction of Albanian as a language of choice in Greek schools. Both governments are working intensively to finalize a bilateral agreement on social security that will ensure fair recognition of pensions and contributions for our citizens, protecting their working years and their future. / Adapted from Ta Nea /
