The Albanian Parliament has returned an official response to representatives of the Democratic Party, who requested the convening of the second meeting of the Council of Mandates and Immunity, regarding the request of the Special Prosecution Office for the authorization of the arrest of Deputy Prime Minister and Minister of Infrastructure and Energy, Belinda Balluku.

The letter signed by the Speaker of the Assembly, Niko Peleshi, states that the procedural conditions for the next meeting have not been met. According to the Assembly, the defense, in this case Ms. Balluku, needs sufficient time to familiarize herself with the acts presented by SPAK and to prepare her position before the deputies.

The document also emphasizes that the Assembly must await the decision of the Constitutional Court, which has decided to review the appeal filed by Prime Minister Edi Rama for a conflict of powers, created after the GJKKO decision to suspend Balluk from office.

Balluku was suspended from office on November 20 by the Special Court, after being found guilty in connection with the Llogara Tunnel tender procedures and investigations into a number of other public contracts. On December 12, the Constitutional Court decided to temporarily suspend the GJKKO decision and Balluku was reinstated, while the travel ban remained in effect.

The Special Prosecution Office, following this development, addressed the Assembly with a request to lift her immunity and authorize her arrest. The first meeting of the Mandates Council was held on December 19, with the participation of representatives of the majority and opposition, as well as representatives of SPAK, including the leader Klodian Braho and the two prosecutors in the case.

At this stage, the procedure remains pending the decision of the Constitutional Court and the expiration of the deadlines for the defense. Only after these steps will the Mandates Council be able to meet again to review the Prosecutor's Office's request.
