The draft decision aimed at establishing a special commission aimed at fighting corruption is clarified. It is about the commission within the resolution that was approved on Monday.
If we look at the decision, it seems clear that we will have a commission, which aims to control the judiciary and other constitutional bodies within 10 months. The SP proposes that the commission have 11 members, where 6 are from the SP and 5 from the opposition. Also, the SP has the chairman and it will probably be Fatmir Xhafaj.
According to the draft, the commission aims to: 1 ) improve and consolidate good governance practices at all levels, 2) deepen the fight against corruption and 3) further strengthen law enforcement, guided by the findings and recommendations of European Union reports and the Screening report of the European Commission for the first chapter, as well as addressing the measures of the guidelines approved by the government "On the rule of law" and "Reform in public administration" .
" In order to maintain the majority-minority ratio in accordance with the regulation, the effective use of the experience created since the beginning of the Reform in Justice, as well as ensuring the continuity of the work and the products of this process beyond the current legislature and throughout the scope of the negotiations with the European Union , the commission as a rule will consist of Chairmen and Deputy Chairmen of the Permanent Commissions: for Legal Affairs, Public Administration and Human Rights (2); for Economy and Finance (2); for European Affairs (2); for Education and Public Information Means (2); and the National Council of European Integration (2) ", says the draft.

ASSEMBLY
OF THE REPUBLIC OF ALBANIA
DECIDE:
I. The establishment of the Special Parliamentary Committee "For the deepening of reforms for good governance, the rule of law and anti-corruption for Albania 2030 in the European Union".
II. The Special Commission in implementation of the resolution of the Assembly "On the deepening of reforms for good governance, the rule of law and anti-corruption for Albania 2030 in the European Union" has as its main purpose to direct and coordinate a deepening reform process, with the aim of: 1) improving and consolidating good governance practices at all levels, 2) deepening the fight against corruption and 3) further strengthening law enforcement, having as a guide the findings and recommendations of the European Union reports and the European Commission's Screening report for the chapter group first, as well as addressing the measures of the guidelines approved by the government "On the rule of law" and "Reform in public administration".
III. The purpose of the Special Committee's activity is to achieve, through a public, comprehensive and transparent process, based on the relevant parliamentary mechanisms, rules and procedures, and with the commitment and active contribution of the best domestic and international expertise:
i) An assessment / analysis of the current situation in the three areas, relying mainly on the findings and recommendations expressed in the reports of the European Union, through a comprehensive engagement with central and local government institutions, executive and independent public agencies, justice system institutions, local and international experts, other interested subjects, civil society organizations and public opinion itself;
ii) Drafting and approval of a long-term and sustainable National Action Plan for addressing the relevant challenges in these areas, recommending concrete measures for possible legal and institutional changes, which must be addressed in each area by the responsible institutions ;
IV. The Special Committee consists of 11 members, of which 6 are representatives of the parliamentary majority and 5 are representatives of the parliamentary minority.

V. The chairman of the committee is a representative of the parliamentary majority and the deputy chairman is a representative of the parliamentary minority.
VI. Komisioni i Posaçëm do të zhvillojë veprimtarinë e tij në një afat kohor 10 mujor. Në rast nevoje, me kërkesë të arsyetuar të komisionit, Kuvendi mund të vendosë zgjatjen e afatit të ushtrimit të veprimtarisë së komisionit.
VII. Komisioni i Posaçëm Parlamentar organizon dhe zhvillon veprimtarinë e tij mbështetur në dispozitat e Rregullores së Kuvendit për funksionimin e komisioneve parlamentare. Komisioni do të ndërmarrë të gjitha përpjekjet për të miratuar dokumentet përfundimtare nga një shumicë e konsiderueshme e deputetëve, duke e konsideruar kritike që ushtrimi të gëzojë mbështetje të gjerë dhe të pasqyrojë nevojën për ndërtimin e konsensusit që Kuvendi, populli shqiptar dhe partnerët ndërkombëtarë presin nga Komisioni i Posaçëm Parlamentar dhe procesi që ai do të zhvillojë dhe mbikëqyrë.
VIII. Pranë Komisionit të Posaçëm, për të realizuar një proces sa më gjithëpërfshirës e transparent, do të ngrihet dhe funksionojë grupi i punës i ekspertëve vendas dhe ndërkombëtarë me përfaqësues të propozuar nga institucionet e drejtësisë, institucionet e pavarura dhe agjensitë ekzekutive ligjzbatuese, administrata publike, bota akademike, universitetet publike dhe jopublike, institute e organizata të shoqërisë civile dhe medias, si edhe organizata të sipërmarrjes, etj. Grupi i ekspertëve do të organizohet në 3 nëngrupe që do të angazhohen për 3 fushat e objektit të veprimtarisë së këtij komisioni. Ekspertët do të angazhohen në funksion të temave përkatëse, që lidhen me fushat e tyre të veprimtarisë në procesin e kryerjes së analizës dhe hartimin e Planit Kombëtar të Veprimit si dhe propozimin e masave përkatëse legjislative e institucionale. Numri dhe përbërja e grupit të ekspertëve miratohet me vendim të komisionit. Komisioni mund të ftojë për konsultime për çështje specifike edhe agjenci dhe ekspertë të tjerë vendas e ndërkombëtarë të mirënjohur në fushat përkatëse.
IX. Komisioni i Posaçëm për të garantuar një proces objektiv dhe në standardet më të mira ndërkombëtare dhe plotësisht në përputhje me rekomandimet e Bashkimit Evropian, fton ekspertizën më të mirë ndërkombëtare, domosdoshmërisht të aleatëve tanë strategjike, si Bashkimi Evropian dhe Shtetet e Bashkuara të Amerikës, duke krijuar mundësinë dhe pjesëmarrjen aktive të tyre përmes ekipeve të monitorimit dhe asistencës teknike.
Në cilësinë e ekspertëve ndërkombëtare, komisioni mund të ftojë të marrin pjesë edhe përfaqësues të Këshillit të Evropës, Prezencës së OSBE-së, USAID, SIDA, vendeve anëtare të Bashkimit Evropian, Mbretërisë së Bashkuar, agjencive të ndryshme të specializuara në fushat përkatëse, si GRECO, OGP etj., si edhe lektorë me karriera të spikatura në vendet partnere të Shqipërisë për fushat e objektit të punës së tij.
X. At the Special Commission, a permanent technical secretariat is set up and operates throughout the mandate of the commission, consisting of advisers/specialists from the Legal Service of the Assembly, public administration, lawyers from independent institutions and law enforcement agencies as well as other lawyers with experience that will be invited to contribute temporarily as part of this structure during the mandate of this commission. The technical secretariat will serve to support the Special Commission and expert groups in the performance of their tasks.
XI. The Special Commission, for the realization of its object defined as above, in cooperation with the group of experts, will organize:
▪ Hearings for the purpose of consultation, working tables and public discussions related to the subjects of this commission's work with: i) Central and local government institutions according to the relevant areas of responsibility; ii) Institutions of the justice system; iii) Independent public institutions created by the Assembly; iv) Law-enforcement executive agencies, which have as their object the fight against corruption, administration of public property, economic crime, prevention of money laundering, financial audit and inspection, internal control, informality or market surveillance, registration and administration of property, etc.; v) Well-known experts in the relevant fields; v) Representatives of civil society organizations and interest groups; vi) Teachers and students; viii) Representatives of specialized organizations inside and outside the country, etc.;
▪ Collecting and processing the necessary information and data from various state structures in order to fulfill its purpose;
▪ Involvement in this process of public opinion and especially university youth, through thematic discussion spaces and an online portal specially created for this purpose, etc.
XII. Any other non-parliamentary party, which is not included in this committee, will be invited to participate in the open activities, as well as to offer concrete contributions to the committee and the group of experts.
XIII. The Council of Ministers can be represented in the activities of the Commission with the participation of the Minister of State and (1) Chief Negotiator, for (2) Relations with Parliament, for (3) Anticorruption and Public Administration and for (4) Local Government, who will can give their opinions on certain issues, as well as contribute through their experts.
XIV. The Bureau of the Assembly and the General Secretary of the Assembly are charged with creating working conditions, financial and logistical support of the activity of this Special Commission, the group of experts and the technical secretariat.
XV. This decision takes effect immediately.
