
The representative of the Albania Behet party, Adriatik Lapaj, and Fatmir Mediu of the Republican Party, in the discussions on the Electoral Reform in the Law Commission, propose that the parties be left with an option if they want to close 1/3 of the list for deputies.
Lapaj emphasizes that this addresses all the hopes of society, while Mediu stated that the constitution determines that this election is in the hands of the party.
"You can leave it optional, since the constitution provides for 2/3 open. Leave it in the hands of the party, i.e. let it be the party that chooses whether to close a third party, i.e. to include in safe lists technical people but they don't get many votes, and leave an option for other parties that if they want to leave them 100% open, this addresses all the hopes of society", said Adriatik Lapaj.
"If you want to leave the list completely open, leave it open. The constitution says no less than 1/3, it is a matter of the will of the party. I think that the alternative of leaving this possibility open, also taking into account those factors that were said about the generals and the soldiers. Parties that want to close the list for them, and then leave opportunities for young people who come and compete. That they have the trust of the citizens who vote for them. If we talk about representative democracy, we represent not just the parties, but the will of the citizens. At least it should be possible, it should be left optional for every political subject, whoever wants to have it open will have it open", said Mediu.
