The Socialist Party and the Democratic Party have reached an agreement on the Electoral Reform. Although there was talk of many changes and a reform that would implement the recommendations of the OSCE-ODIHR, Rama and Berisha have tried to maintain their positions.
The parties have been negotiating under the rug for several weeks and the draft went to the Laws Committee in a surprise manner, catching the MPs by surprise.
Dashnor Sula described a scenario like that of 2008, where Rama and Berisha changed the system to hit Meta and strengthen their positions in the selection of lists.

The draft
The most substantial change is Article 67, where the parties agree that 70 percent of the lists will be open and 30 percent will be closed. So it seems as if the citizens are being ignored, since in fact it is not that we have many open lists. It will be Rama and Berisha who will decide the winners. So the 2008 bargain is preserved.
But how will the scheme work?
The parties will submit two lists of candidates, a list with fixed names, i.e. a closed list and a list of open candidates. According to the proposal, only 30 percent of the total number of mandates in that district will be on the closed list.
So if we take Tirana, which has 34 deputies, each party will send 11 names, which will almost certainly win. Meanwhile, they will send a second list with 34 names, where there will be a ranking of who gets the most votes. Staying in Tirana, if a party gets 15 mandates, the first 11 names that have been announced as winners by the head of the party, will be joined by the other 4 with the most votes from the open list.
" The political party or electoral coalition, in the sense of Article 65, which is registered with the CEC as an electoral subject for the elections to the Assembly, files with the CEC for each electoral district, no later than 50 days before the date of the elections: a) the multi-name list of fixed of candidates; and b) the multi-name list of candidates subject to preferential voting.
2. Emrat në listën shumëemërore të fiksuar të kandidatëve të subjektit zgjedhor paraqiten të renditura sipas rendit shifror, duke filluar nga numri një. Për koalicionet përbri emrit të kandidatit shënohet cilës parti i përket kandidati. Numri i përgjithshëm i kandidatëve në listën e fiksuar është i barabartë me numrin e mandateve për çdo zonë zgjedhore pjestuar për tre. Në rast se nga ky pjestim nuk rezulton numër i plotë mandatesh, atëherë në rast se presja dhjetore si pasojë e pjestimit është e barabartë ose më e madhe se 0,5, lista përmbyllet me numrin e plotë pasrendës, ndërsa kur si pasojë e pjestimit rezulton presja dhjetore më e vogël se 0,5, lista shumëemërore e fiksuar e kandidatëve mbyllet me numrin e plotë pararendës.
3. Lista shumëemërore e kandidatëve që i nënshtrohen votimit parapëlqyes nga zgjedhësit është e barabartë me numrin e mandateve për çdo zonë zgjedhore. Renditja e kandidatëve bëhet sipas rendit alfabetik të mbiemrit për secilin prej tyre”, thuhet në nenin 67.
Një tjetër element është se u mbyllet dera partive të vogla. Partitë kanë rënë dakord që të mbetet në fuqi pragu 1 për qind. Pra, nëse asnjë parti në rang kombëtar nuk merr 1 për qind të votave, nuk merr mandat. Kjo godet gjithë partitë e reja që pritet të futen në garë, nga Alrind Qori, Adriatik Lapaj, Endri Shabani, etj. Sërish jemi te pazari i vitit 2008.
“Për zgjedhjet për Kuvendin përjashtohen nga shpërndarja e mandateve partitë politike ose koalicionet që kanë marrë më pak se 1 përqind të votave të vlefshme në shkallë vendi”, thuhet në nenin 162.
Hileja më e madhe duket se qëndron të vota e Diapsorës. Palët kanë rënë dakord që të votohet me postë, teksa në komision Enkelejd Alibeaj ngriti shqetësimin e garantimit të sigurisë. Mos vallë Berisha po i jep Ramës në dorë votat e Diasporës, pasi ai kontrollon Postën dhe manipulimi është shumë i lehtë. Edhe nëse kontraktohet postë private, sërish shanset për manipulim janë të larta.
“KQZ dërgon nëpërmjet shërbimit postar fletët e votimit dhe çdo material tjetër zgjedhor dhe informativ në adresën e deklaruar të vendbanimit të zgjedhësit sipas listës së zgjedhësve për votimin nga jashtë territorit të Republikës së Shqipërisë. Fleta e votimit është e njëjtë me fletën e votimit që përdoret brenda territorit të Republikës së Shqipërisë. Fletët e votimit të plotësuara dhe të sekretuara dërgohen në adresën zyrtare të KQZ, nëpërmjet shërbimit postar me shpenzimet e zgjedhësit. Në rast se KQZ përzgjedh ofrues ndërkombëtarë të shërbimit postar me jashtë vendit, ky ofrues duhet të ketë eksperiencë dhe reputacion të mirë në shërbimin e postës së shpejtë, dhe zgjedhja e tij realizohet nëpërmjet procedurave më afatshkrurtra që mundëson legjisalcioni për prokurimin publik”, theksohet në propozim.
