Prime Minister Edi Rama has reacted for the first time to the relocation of the Vlora Cadastre to Tirana.
In his podcast 'Flasim', Rama said that this relocation of a local directorate to the center is neither the first nor will it be the last.
He stated that cadastral services are now obtained online through the E-Albania platform and there is no need to physically appear at the offices.
"Two words about the relocation of the Vlora Cadastre office to Tirana. Once again, the physical address of the office was deliberately confused with the service for citizens. The Cadastre Agency has long since moved from a primitive service with counters and queues to an online service model. Through the E-Albania platform, this model enables most cadastral procedures to not require physical presence in offices. All are applied and followed online, even from America. All this noise is related to a mindset that needs to be overturned. This is not the first action to relocate a local directorate to the center and it is not the last. Other directors will be relocated," Rama said, among other things.

The structure of the Local Directorate of the State Cadastre Agency of Vlora has been moved to Tirana, by decision dated January 23, 2026, signed by the Director General of the Cadastre, Lorena Goxhobelli.
This decision comes into effect from February 1, when Vlora will no longer have a Cadastre.
Among those transferred are director Albion Koçi and 25 employees, who have been working at the General Directorate of Cadastre in Tirana for months.
Currently, there are about 55 employees in Vlora, who will have to move to the capital or will no longer be working there. According to the decision, the new headquarters will be near "Jordan Misja" street.
We recall that the Vlora Cadastre is one of the most problematic and unstable institutions in the country, which has always had changes with its leaders.
The Vlora Cadastre has often been in the spotlight due to frequent changes in management. The last manager, Genc Deromemaj, resigned in November 2025, just four months after his appointment. With this decision, the Vlora Cadastre's activities will now be focused entirely in Tirana.
