The chief negotiators of Kosovo and Serbia, Besnik Bislimi and Petar Petkovic, will meet on Thursday in Brussels, at the invitation of the European mediator in the Kosovo-Serbia dialogue, Miroslav Lajcak. The latter a day ago was in Belgrade where he met the president of Serbia, Aleksandar Vučić. Officials from Serbia said that at the meeting on November 16, the draft of the Association of Serb-majority municipalities will be discussed, although the Kosovo government does not confirm, but neither does it deny such a thing. Emissary Lajçak, after his visit to Belgrade, wrote that with President Vucic and Chief Negotiator Petkovic, he "discussed the way forward in dialogue".
"After my visit to Kosovo, I also traveled to Belgrade to prepare for this week's meeting of the chief negotiators. With the President of Serbia, Aleksandar Vucic, and with Petar Petkovic, I discussed the way forward in the dialogue and the next steps necessary for the implementation of Agreement on the way to normalization", wrote Lajçak.
Vucic asks for the Association and expresses readiness for dialogue
From the office of the Serbian President Vucic, it is announced that after the meeting with Lajcak, in addition to the insistence on the formation of the Association, the willingness to respect the agreed issues within the dialogue was expressed. "President Vučić noted that Serbia is always ready for dialogue, for respecting everything signed and agreed, and reiterated that our country is for de-escalation, peace and stability, which are necessary to ensure the survival of the Serbs in Kosovo. Once again, President Vučić informed the EU Special Representative in detail about the gravity of the situation faced by the Serbs, both north and south of the Ibri, expressing the hope that they will be reached results in the further process of the dialogue", it is stated in the announcement of the Serbian side. It is further stated that "President Vucic has insisted on the formation of the Association of Municipalities with a Serbian majority".
The new round of dialogue at the level of chief negotiators in Brussels comes after the Prime Minister of Kosovo, Albin Kurti, and the President of Serbia, Aleksandar Vučić, held separate meetings in Brussels on October 26 with the leaders of the EU, the President of France, the Chancellor of Germany and the prime minister of Italy. Scholz, Macron and Meloni asked Kosovo to form the Association of municipalities with a Serbian majority, while Serbia recognized the de facto independence of Kosovo.
The Scholz-Macron-Meloni meeting as a turning point
After the October 26 meeting in Brussels with the main European leaders, the Prime Minister of Kosovo, Albin Kurti, said that "he was ready to sign the project for the Association". On the other hand, the President of Serbia, Aleksandar Vučić, described the proposal for the Association as a good basis for the continuation of the discussions, but he has clearly emphasized several times that, "he will not accept anything that leads to the recognition of Kosovo's independence", despite the international request.
The European Union envoy for dialogue, Miroslav Lajçak, was in Kosovo two weeks ago, where he had busy meetings with representatives of the government, those of international civil and military institutions, ambassadors of Western countries and representatives of opposition political parties.
The draft statute of the Association of municipalities with a Serbian majority, which has already been submitted to the Prime Minister of Kosovo, Albin Kurti, has not yet been made public, and some of the representatives of the opposition parties are looking for more details about the content of the draft statute. During the last report to the Assembly, the Prime Minister of Kosovo, Albin Kurti, said that the draft statute for the Association of Municipalities with a Serbian majority, presented by European and American diplomats, "interrupts the unrecognized legacy of the Republic of Kosovo", which was cemented as he said. in the previous agreements of 2013 and 2015".
"In my political judgment, the draft has a clarity regarding the recognition of the Republic of Kosovo as an independent state in which the Serbs will live in accordance with the multi-ethnic aspirations of the Constitution and without any other harmful or undermining purpose for the Republic, in recognition of the state sovereign and of our territorial integrity", said Prime Minister Kurti, rejecting the opposition's accusations that he has accepted the "Zajednica", as Kurti preferred to call it when he was in the opposition, the Association Agreement of 2013. /DW
