The specialist in the field of conflict management and one of the observers of the political dynamics in the Western Balkans, Daniel Serwer, has commented on the content of the draft statute of the Association of Municipalities with a Serbian Majority in Kosovo, which has circulated in the media in recent days under the claims of the authenticity of the document presented by the European Union (EU).

In an authorial publication, the American professor cast his gaze on the "good" and "bad" about the "modern and European" draft statute of the Association of Municipalities with a Serbian Majority, stressing that the positive side is the fact that this mechanism for Kosovo Serbs will be reviewed by the Constitutional Court of Kosovo, including any changes to the statute.

Also, although Serwer has affirmed that the content of the draft statute of the Association of Municipalities with a Serbian Majority is complicated, he has added that one of the positive aspects of the document is the reference to the Republic of Kosovo and the emphasized role of the Ministry of Power Administration. Also, he has seen very problematic the aspect of the financial support of the Government of Serbia for the Association of Municipalities with a Serbian Majority without requesting that it flow through the Government of Kosovo, which only conducts external audits in accordance with the law of Kosovo. He added that a provision foresees "executive powers" for this mechanism.

"The Association of Municipalities with a Serbian Majority can adopt regulations, decisions, declarations, regulations and instructions. This provision clearly provides for executive powers. The Government of Serbia through the Association of Municipalities with a Serbian Majority can provide health and education services. This violates the sovereignty of Kosovo", he underlined.

Fragments have been published in some media which are claimed to be part of the draft statute of the Association of Municipalities with a Serbian Majority, but the spokesperson of the EU, Peter Stano, although he has not completely denied the claims of the Kosovar media, has said that the proposal does not it has been made public because diplomatic efforts are ongoing.
