
Josep Borrell, the head of the European Union for Foreign Policy and Security, has returned the letter to the Prime Minister of Kosovo, Albin Kurti, for the 5 points proposed by him to get out of the crisis.
In the letter addressed to Kurti, Borrell emphasizes that he appreciates Kosovo's proposal and the recognition that the situation needs de-escalation, but adds that the conditions required by the EU and the US for reducing tensions are clear.
Borrell goes on to ask Kurt to start implementing the US-EU demands, starting with the withdrawal of the mayors of Leposaviq and northern Mitrovica. Then guaranteeing new elections as soon as possible, in the ways provided by the constitution of Kosovo.
The letter continues asking Kurti to withdraw the police from the north and to cooperate with KFOR and EULEX regarding the actions taken by the Kosovo police in the north, which according to them is not happening yet.
Borrell suggested to Kurt that if he agreed to de-escalation, the EU was willing to arrange a meeting with Serbian President Vučić, from where they could talk about restoring relations and calming the situation in the north.
Borrell's letter to Kurt:
Thank you for your letter of June 12, outlining your five steps on how to de-escalate the situation in northern Kosovo and move forward towards normalization.
I appreciate that in your letter you acknowledge the need for de-escalation. However, you do not address several key elements that caused the current crisis and that must be addressed to restore peace in northern Kosovo.
Let me reiterate the elements for de-escalation set out by the 27 EU Member States and the US, which remain valid and which we have asked you to follow:
As a first step, the four mayors of the municipalities in the north of Kosovo should work temporarily from different locations than the municipal buildings. This request has already been followed by the mayors of the municipalities of Zubin Potok and Zveçan. We believe that the mayors of Leposaviq and North Mitrovica, who belong to your political party, will soon follow suit.
We also demanded the immediate cessation of police operations in the vicinity of municipal facilities in the north of Kosovo. The Kosovo Special Police must be withdrawn. At the same time, we are asking Serbia to support the withdrawal of radical elements from these areas. After de-escalation, we are ready to discuss in more detail the security arrangements with KFOR/EULEX in the four municipalities, which you suggest in point three.
We also requested that the early elections be held as soon as possible in the four municipalities and be organized in a completely inclusive manner. We expect the Kosovo Serbs to participate in these elections and we have made this request clear to President Vucic. According to the legislation of Kosovo, there are different possible ways to promote new elections, where the easiest and fastest is within the competence of the mayors of the municipalities.
As for the other points you raise in your letter:
There can be no impunity for the violence committed on May 29 and EULEX will monitor all investigations in accordance with its mandate.
Siç e dini shumë mirë, unë jam i gatshëm të thërras një takim të nivelit të lartë me ju dhe Presidentin Vuçiç me parakushtin që ju të jeni gati të ndërmerrni hapat e nevojshëm për të de-përshkallëzuar fillimisht dhe për t'i hapur rrugën zgjedhjeve të reja lokale. Nuk mund të bëjmë progres në normalizimin e marrëdhënieve, ndërkohë që kemi të bëjmë me menaxhimin e krizave. BE si dhe SHBA-ja kanë investuar shumë në procesin e normalizimit dhe ne duam ta shohim atë duke ecur përpara. Kjo është arsyeja pse de-përshkallëzimi është i nevojshëm menjëherë. Nëse jeni gati për të ndërmarrë hapat e nevojshëm, një takim mund të organizohet shpejt.
Sa i përket “planit të renditjes”, tashmë keni marrë komente të detajuara nga ne për propozimin tuaj. Të dyja palët kanë marrë së fundmi një projekt-propozim të ri nga EU-SR Lajcak, i cili merr parasysh shumë nga sugjerimet tuaja. Ne jemi në pritje të reagimeve nga palët dhe presim që ky propozim të jetë i pranueshëm për të dyja.
Lidhur me vlerësimet e mundshme të përbashkëta të sigurisë, këto mund të diskutohen pasi të ketë ndodhur de-përshkallëzimi. Megjithatë, kjo do të thotë se ju do t'i merrnit plotësisht parasysh mendimet e EULEX-it dhe KFOR-it dhe do t'i trajtoni si partnerë, që do të thotë edhe koordinim paraprak me ta. Me keqardhje konstatojmë se nuk ishte rasti me operacionin e djeshëm në Mitrovicën e Veriut.
Prandaj, çdo masë e ardhshme për sundimin e ligjit në veri të Kosovës do të duhej të diskutohej dhe të vlerësohej individualisht së bashku me EULEX-in dhe KFOR-in. Ngjarjet e së kaluarës kanë treguar se jo çdo masë e ndërmarrë nga Kosova nën ombrellën e sundimit të ligjit mund të mbështetet nga partnerët tuaj ndërkombëtarë në kontekstin e mjedisit shumë të brishtë.
I call on you to take more decisive steps to de-escalate the situation, along the lines of measures requested by EU Member States and our American partners. Only after peace and stability are restored in the north of Kosovo, we can focus on normalization, through full implementation by both sides of the Agreement on the path of normalization and implementation annex; the work for the establishment of the Association/Community of Municipalities with a Serbian Majority must begin without any further delay or precondition.
As the 27 EU member states have made abundantly clear, failure to de-escalate will result in negative consequences. Member States have been informed of the measures and we will communicate them publicly.
